Agent Sugar (エージェント・シュガー Ējento Shugā) is a CIA agent who gathers intelligence with his partner Agent Blend.
Appearance[]
Sugar is a young Caucasian man with a skinny build, pale skin, short blond hair and cheek freckles. He wears dark aviator shades, a white suit jacket and pants, a light-red dress shirt and a turquoise necktie.
History[]
Goat, Jihad, Rock'N Roll[]
The Thai branch of the Hong Kong Triad informed the CIA that they could give the latter intelligence documents about a planned Hezbollah attack for the right price. Agreeing to pay them, the CIA gave the Triad two days to deliver the documents to the Philippine Army base on Basilan Island. At night, Sugar traveled with Blend on a U.S. Marine Corps helicopter, which soon arrived at the base. As the helicopter landed, Revy noted that the "Langley boys" were late, and Sugar jokingly responded that his side was busy with work due to too many people "challenging freedom and justice." Accompanying him, Blend asked where the documents were, causing Rock to panic since he forgot to bring the briefcase. He told Revy about forgetting the documents, but she advised him to calm down, pulling up her shirt slightly and pulling out the documents and handing them to Blend.
While Blend was disgusted by the sweat-covered documents, Sugar shared a nonchalant expression while blowing a bubblegum bubble. Blend nonetheless accepted the documents and suggested that Revy bring them in a better condition next time or their boss would be angry. As Sugar and Blend boarded the helicopter, the former hung on silently as Blend relayed to Revy that he was paid to exterminate the United States' enemies and not to catch criminals, telling her that she could ponder on that if she wanted to do another delivery job for the CIA, and the helicopter flew off.[1]

In the anime adaptation only, at an airport, Blend stood next to Sugar while the latter took pictures of Grey Fox soldiers boarding an airplane to Thailand, and the two sent the photos to the CIA headquarters in Langley to confirm the rumor of NSA affiliates executing an operation behind the CIA's back.[2]
