Bill (ビル Biru) is a CIA agent who was assigned to transport the FSB defector Yevdokiya Skachkova from the Russian Federation to a CIA facility for asylum seekers in the United States.

Bill is a Caucasian-American man with a large build, pale skin, and short blond hair. He wears a black suit, a light-colored dress shirt, and a patterned necktie.

The Spy Who Came in from Cold[]
In the early 1990s in Europe, Bill and another CIA agent picked up Yevdokiya Skachkova, a desk worker for the Russian Federal Security Service (FSB) who chose to defect from the Russian Federation. On their flight back to the United States, Bill sat next to her and pointed out to her that she was asleep most of the time as they arrived in the country. At the Johnston Regional Airport, the three of them reconvened with Eda and fellow CIA agents to conduct Yevdokiya's background check. As both women left, Bill snarked and asked Eda if he could give her $100 to let him do the review, prompting her to politely insult him. Soon, Eda verified Yevdokiya's identity but found her body marks to be suspicious since they indicated great physical training that a mere desk worker would not normally have.
After the background verification, Bill and his associate prepared to depart from the airport to a CIA facility by car. Before he left, Eda handed him a paper and asked him to sign to confirm that the background check was completed. As he accepted the paper, he informed the skeptical Eda that Yevdokiya did complete paperwork at the FSB headquarters. Having doubts about her story, she relayed to Bill that the calluses on Yevdokiya's fingers, as well as her muscles' shape, indicated that she was a trained human being and not merely a documenter. Bill rhetorically asked if he should really care, causing Eda to warn him to think it through. Sighing, he agreed to keep it in mind, heading to the car. As they sat in the backseat during the ride, Yevdokiya asked where they were going. The skinny agent answered that she was going to a facility for asylum seekers, elaborating that she would be subject to a full-scale interrogation. Yevdokiya responded by reminding them that she had already been subject to several interrogations. Pointing at her head, Bill clarified that the real work would be inquiring about all of the information inside of her mind.
Advising her not to worry, he rubbed his hand on her thigh and assured her that she would be treated better depending on her attitude. Annoyed by his colleague's behavior, the skinny man warned him to stop it, reminding him that she is a defector. Calmly retorting that he should not be so harsh, Bill claimed that he was only trying to persuade her to cooperate. Scolding him, the skinny agent yelled that he was sick, but the unconcerned Yevdokiya feigned attraction by crossing her legs and leaning next to Bill, asking if he knew anything about her father Vasili Skachkov. He then mentioned that he would attain more info on that after she exchanged her info, so she innocently asked if he could tell her a little bit about him. To his pleasure, Yevdokiya grabbed his hand and put it on her thigh, flirtingly claiming that only a name or address would do. Irate, the skinny man again warned his colleague not to let himself be taken advantage of, ordering the woman to stop.
Letting his guard down, Bill told the woman that her father's name was Maynard Sears. Adding that he lived on the outskirts of Baltimore, Maryland, he asserted that she would need to divulge her info from then on. Kissing his cheek, Yevdokiya thanked him and promised to see him again. To Bill's shock, she suddenly elbowed the skinny man in the face and immediately subdued the two men as well as their driver. In a nearby alleyway, Yevdokiya tied up and dropped off the three men there and then used their car to drive to Baltimore in order to track down her father. Soon, Bill and the other two men were found by other agents, prompting a search for the FSB defector.[1]
