Chief Watsap (ワトサップ署長 Watosappu shochō), often just called Watsap (Thai: วัตทรัพย์; Japanese: ワトサップ Watosappu), is the chief of the Roanapur City Police.
Appearance[]
Watsap is an adult Thai man with a pencil-thin mustache, tan skin, and a small belly bulge. He wears a white police hat with a black brim and the symbol of the Roanapur City Police, in addition to wearing a double-pocket khaki police uniform with black shoulder marks. He is seen carrying a black baton for a weapon.
History[]
He is the enforcer of what is considered to be "law-and-order" in Roanapur. He also exhibits the same corruption and greed that his own police officers support. Furthermore, Watsap regularly receives "stipends" (pay-offs) from smaller criminal groups to look the other way.
Calm down, two men[]
While Chief Watsap was playing a round of golf, Revy negligently discharged her firearm in an argument with Rock, forcing Watsap to quit his game and investigate the gunshot. He and his men soon saw that she was responsible, remarking that he was not surprised that she was the culprit. Revy told him to back off since the Lagoon Company paid him stipends (bribes), but Watsap replied that he did not care what she did so long as it was out of sight, pointing out that the gunshot was in the public eye. Saying that there was paperwork required to fill out, he had Revy and Rock enter a police car. Revy told him not to steal their car while she was gone, but Watsap retorted that he did not want her "crappy car."[1]
Bloodsport Fairy tale[]
When two Hotel Moscow soldiers, Sakharov and Menshov, were murdered at night in a massacre at the Caribbean Bar, the Roanapur City Police cordoned off the scene. In the late morning, Watsap allowed Balalaika and Boris to investigate the scene. He told Balalaika the details of the murders based on a sole survivor's testimony, elaborating that it was two twin children who carried one of Hotel Moscow's Bougainvillea Trade Company business cards. He clarified that the twins were Caucasian but not of an English-speaking country, adding that they had used the non-English phrases "buona sera" and "soră mea." As Balalaika left the crime scene, Watsap asked her if the cops could get in on Hotel Moscow's $50,000 bounty reward as well, but she did not acknowledge him. While in her car, Balalaika told Boris that she despised the chief's character.[2]
Later when the twins attacked Verrocchio's office and killed some of Mister Chang's men, Watsap went to the scene to question him and Triad members about the incident. To divert his attention, Chang gave him false information to keep him away from the twins' approximate location so that Balalaika could kill the twins, with Watsap and the police force driving to a different area.[3]
El Baile de la muerte / Roberta's Blood Trail[]
When it was rumored that Roberta returned to Roanapur, Watsap wanted to confirm her presence, but he was on vacation with his wife and child at Ko Samui, so he had Saensak call Dutch frequently to ask about any sightings.[4] In the anime, Watsap was briefly seen inside the police station walking around.[5] Some day later, after returning to Roanapur, he closed off the city's arterial streets when the fighting between Roberta and Grey Fox began.[6]
The Wired Red Wild Card[]
During this arc, Watsap went on vacation once more, so he put Saensak in charge of the Roanapur City Police while he was out of the city.[7]
Where the Chips Fall[]
When Balalaika opened a luxurious new casino on Yatchalaya Street, she invited all of Roanapur's famous figures to attend the opening night celebration. Watsap himself was seen attending the party with a few of his subordinate police officers.[8]

- In a top 10 worst characters contest released for the May/June 2008 issue of Monthly Sunday Gene-X, Watsap ranked 9th (tying with Ibraha) with an unspecified number of votes. Among readers in their late teens, he ranked 8th, and among men, he ranked 9th.[9]
- In a popularity contest during the 10th manga collection release, Watsap ranked 57th (tying with three characters) with 2 votes.[10]
- In a popularity contest during the 12th manga collection release, Watsap ranked 40th with 14 votes.[11]
