Cutter (カッター Kattā) is a police officer of the Metro-Dade Police Department who participated in an asset forfeiture scheme involving the illicit sale of drugs seized by the police.

Cutter is an African-American man with a medium build and short black hair. He wears a dark-colored Miami Heat varsity jacket, jeans, and white sneakers. He carries a pistol for a weapon.

Cutter was a recent recruit of the Metro-Dade Police Department. As he began participating in Sommers's scheme to have Percy sell their seized drugs and give them a cut of the revenue, he was surprised that Hancock, a non-officer co-conspirator who barely knew him, gave a gift to his mother for her birthday.[1] When Sommers discovered that Percy was keeping drugs and extra money for himself, he decided to cut the informant loose. Accordingly, Cutter and the other officers involved in the scheme confronted Percy at his motel room and subdued him, beating him up to interrogate him. Unknown to them previously, Percy had called in the CIA to save him in exchange for giving them information relating to Cuban intelligence. While questioning him further, the officers heard the doorbell ring, so a bearded officer answered the door. Eda sternly claimed that she was summoned by them, so the officer let her in but Cutter aimed his pistol at her so that she would put her hands up. He sheathed his weapon and remained silent as Percy fiercely claimed that Eda was a CIA agent, shocking him and the others. Ordering his men to calm down, Sommers believed that Percy was lying because the CIA was supposedly not permitted to conduct domestic intelligence. When the men heard another person ringing the doorbell, Stokes told Amber to leave, but she pepper sprayed him and kicked him back.[2]
Immediately, Amber pulled out her gun and ordered all of the men to surrender, but Cutter slowly reached for his pistol. Seeing him, Eda warned Amber about the officer to her left. Cutter shot at Amber, forcing her to jump out of the room. She shot back through the window, forcing him to take cover from the gunfire and shards of glass. Seeing Eda covering Percy's escape and fighting the bearded officer, he prepared to shoot her until Amber warned her of his presence. Cutter took cover again but was further distracted by Amber tossing a smoke grenade through the window. As he covered his mouth, Sommers ordered him not to let the women and Percy flee. Running outside the room, Cutter tried to shoot at their fleeing car to no avail. Returning inside, he and the other officers were shocked that Hancock had been fatally wounded, placing his body onto the bed. With a dismayed face, he remarked to his boss that Hancock was a good man, mentioning how Hancock gave a birthday gift to his mother despite barely knowing him at first. Declaring that they would start a revenge hunt, Sommers told Cutter to give the suspects what they deserved for attacking the MDPD, prompting the latter to leave.[1]
Later, after Sommers was abducted by Eda and Amber in order to find information that Percy had written down, Cutter was with Glenn when the latter heard the news from the bearded officer. Deducing that the women would be guided by Sommers to Percy's house, Glenn had Cutter accompany him to the house. The two waited outside for the women to exit. When Glenn suddenly shot at them and ordered them to give up the police chief, Cutter frantically warned Glenn not to randomly shoot since their boss was still inside. He was surprised that Glenn told him to stay out of the situation because he wanted revenge on the women for killing Hancock, who was his brother. As Cutter kept watch of the front door, he was taken off guard by Eda appearing to his right. She shot at his shoulder, grazing but wounding him. Quickly, Eda and Glenn physically fought each other until the CIA agent managed to pin her gun against him first, shooting and killing him. After getting up, Cutter was disappointed as Sommers informed him that their scheme was over.[3]
