Plot[]

Saying that he cannot turn a blind eye, Rock asks Revy to accompany him to dissuade Yukio Washimine from entering the criminal world. Smoking a cigarette, Revy reminds him that the Washimine Group is their enemy and it cannot be done. Rock continues to plead with Revy since Yukio will be caught in Balalaika's lethal storm, adding that Yukio is just a schoolgirl and that they are not in Roanapur. Staring forward with stern eyes, Revy responds that the cities are not different insofar as Balalaika takes care of business the same way. Discarding her cigarette, Revy calmly advises him not to cross the line of his Japanese life since he will not be able to come back. As he replies that he understands, Revy lowers her head and sighs, raising her head again with a smile and apologizing to Rock for telling him how to live his life since she came with him to Japan to protect his life. Accordingly, she suggests that he lead the way.

At a hotel, Balalaika tips the employee outside her room after telling him to only inform her of calls from the Russian Embassy. Closing the door, she tells Boris to continue, and he summarizes that their recon team reported a need to alter their staging around the Kōsa Council offices, commending the positioning of the Japanese "милиция" (police). Also commending the Japanese police for their aversion to bribery, Balalaika remarks that she prefers quality over quantity, something which she learned repeatedly from her instructors at the special training facility on Wrangel Island. She asks Boris if he has heard the recent news, which he smilingly confirms. In a flashback, Ginji Matsuzaki interrogates Vasili Laptev as to how he can contact Balalaika. Speaking in Russian, Vasili pleads with him not to kill him and claims that he has been framed, but he realizes that Ginji cannot understand him. Because the Russian man cannot speak Japanese, Ginji finds him to be useless and beheads him, leaving the restaurant afterward and cleaning his sword. Back in the present, Balalaika jokes that Laptev served his purpose and mentions that he will be replaced by the proficient Monk Burgashvili, telling Boris that they will begin their mission.

Elsewhere at night, Yoshida escorts Yukio out of the car and apologizes for having picked her up at the school, also telling her that their HQ should report back. Yukio forgives him and replies that she understands, clarifying that Maki would find out sooner or later. As they enter Yukio's house, Chaka greets them to their surprise, angering Yoshida since the former man is supposed to watch his own turf. Chaka walks into a room and states that he has more troops to protect Yukio, and Yoshida follows him and demands an explanation. In the living room, the two see that Chaka has a dozen plus street gangsters with him. As Yoshida questions the situation, Chaka turns around with his revolver and shoots Yoshida in the abdomen. As Yoshida bleeds, Chaka specifies that he has no intention to ally with either Hotel Moscow or the Kōsa Council in particular but will use Yukio as a bargaining chip to gain favor with either one.

As Yoshida pleads with Yukio to run, Chaka shoots him in the back several times in the back, frightening Yukio. She runs into the hall and bumps into Hanada, who angrily asks her to watch herself as she trips. Punching her several times, the street thug asks her how she will make it up to him for bumping into him. Telling Hanada not to beat her up, Chaka slams a vase against his head, warning Yukio not to try anything since his men have short tempers. Later that night, Revy and Rock arrive outside Yukio's residence and Revy senses something suspicious. Barging into the house, Revy enters the living room with her pistol ready and finds blood all over the place and Yoshida's corpse. Revy wonders if Balalaika was responsible, but Rock reminds her that Yukio would be lying dead next to Mr. Yoshida if that was the case. As Revy questions why there are no bullet casings on the ground, Rock agrees with her that a revolver was used. She implicitly notes that Chaka was the likely culprit, and Rock wonders what his motivation is for betrayal. Suddenly appearing, Ginji charges with his sword as Revy instinctively aims her pistol, but Rock urges both killers to wait.
