Goat, Jihad, Rock'N Roll Part 1, also called Chapter 16, is the seventeenth chapter of the Black Lagoon manga. It was originally released in September 2003.

Plot[]

In Revy's room, the TV is on and the reporter mentions a bombing at the U.S. Embassy in Zaire that killed 37 embassy staff and injured 150 people, with the Islamic Salvation Front claiming responsibility. Entering her messy room, Rock tells Revy to wake up since Dutch has an urgent job for them at the Lagoon Company office, opening the blinds to shine light on Revy. Getting up, Revy accepts Rock's cigarette and asks who their client is, with Rock replying that Mister Chang and the Hong Kong Triad need their help. At the office with several Triad gangsters, Chang jokingly asks Dutch if he can have some coffee, but Dutch replies that he does not run a café. Chang states that he needs some relaxation after he escaped his office that got bombed, and Rock and Revy arrive.

Showing them a briefcase, Chang states that the item is the reason for his trouble, elaborating that he got it from a Bulgarian trying to make money selling weapons in his territory. On that topic, the Triad boss recalls how Sister Yolanda and the Rip-Off Church are the only people in Roanapur that he allows to sell weapons. Chang jokes that his men were literally about to "crack the nuts" of the Bulgarian man until he confessed that he was an intelligence agent and offered them documents that reveal a future Hezbollah attack. Claiming that the Bulgarian's role was to be a diplomat between criminal groups, Chang then states that he tried to offer the documents back to Hezbollah for a price, but they told him to go away before they could "roast [his] ass," so Chang retorted that he would sell the plans to other buyers.

As a result, Chang's office was bombed, forcing him to come to the Lagoon Company for help. He explains that he needs the Lagoon Company to deliver the briefcase of the real document while four other teams will also leave Roanapur at the same time to act as diversion teams. When Dutch hears that he only has two days to deliver the documents to the CIA at the Philippine Army base on Basilan Island, he is hesitant about the time frame, but Chang tells him that Uncle Sam gladly took his offer since they heard about the U.S. Embassy bombing in Zaire and want to prevent a future terrorist attack like that. As he assures Dutch that a getaway driver will be provided to them on Basilan and that they will get extra pay for expenses, Revy looks out the window to see several Hezbollah soldiers, prompting her to jump away and warn everyone that they are launching an RPG at them.

The RPG blows apart the window, but everyone in the room is more or less unharmed. Dutch replies that the job may be too hot for them, making Chang slyly reply that he cannot pay for his repairs then. The Triad boss offers to at least help them escape the building, with Revy preparing her Cutlasses and agreeing to show the exit to Chang. Once he gets a cigarette light from a Triad brother, Chang lets Revy lead the way as they barge through the door and shoot and kill several Hezbollah fighters. As the two walk in the hall, one fighter tosses a grenade at them, making Revy freeze in shock. Not fazed, Chang kicks back the grenade and advises her not to hesitate in battle. Seeing that they have a clear path, Dutch orders Rock and Benny to follow him. Subsequently, Revy saves Chang from one fighter and he covers her back, telling her that she has a lot to learn but is not bad for a Chinese-American. The Triad gangsters cover the Lagoon pirates' escape, with Chang telling Dutch to hurry and giving him the pass code.

At their hideout, Ibraha finishes a call and informs his comrade Takenaka that they have spotted four of the five teams and can slaughter the teams in Ban Kantang. Relaxing on his back, Takenaka remarks how they should have completely decimated the Triad offices, saying that Ibraha underestimated Chang as a mere hoodlum. When Takenaka quotes Mao Tse-tung regarding strategy, Ibraha despises hearing about morals from an atheist, but Takenaka reminds him that he is just as much an atheist as Mao is. Ibraha responds that Takenaka is his comrade, and Takenaka goes back to their topic and guesses that the remaining team is likely using a sea route since an air route is too obvious. Wondering where in the ocean the enemy could be, Takenaka asks Ibraha if they can ask Abu Sayyaf for help, to which Ibraha confirms that Abu Sayyaf has already pledged their support.

Getting up to leave, Takenaka advises Ibraha that they should move their future Manhattan subway terrorist attack to a later date, but Ibraha responds that they have to stick to their plan since the U.S. FBI has been surveilling them. Ibraha does not want the two-year plan to be in vain, adding that the fear created by the 1995 subway attack in Japan is a great example of how they can instill fear in Americans. Saying that he quit being Japanese over 20 years ago, Takenaka bids him goodbye. In the South China Sea, the Black Lagoon sails as Revy insults Chang's simple password. Dutch assures the worried Rock that they should reach Basilan without needing to refuel, but he feels that something is not right. Radioing to them from the communications room, Benny informs them that several vessels are approaching them from port, asking Revy to "make them dance."
