Inoue (井上) is a member of the Washimine Group.

Inoue is a young Japanese man with a broad build, short black hair, and a thin scar running vertically down just to the left side of his mouth. He wears a black suit and pants with a white dress shirt and black necktie.

Fujiyama Gangsta Paradise[]
When the Washimine Group's offices and leading enforcers were respectively destroyed and killed by Hotel Moscow's Vysotniki, Inoue drove Yukio Washimine and Ginji Matsuzaki to their next destination. While driving, Inoue finished a phone call with a fellow gangster and he relayed to Yukio that he could not get in touch with the other hideouts, clarifying that he ordered Taguchi to find hideouts but had not heard from him since the previous night. To his surprise, Yukio informed him and Ginji that Taguchi and his men were killed, news which the Tokyo Metropolitan Police told her about since they wanted her to visit them the next day for questioning. Thinking about her next move, Yukio decided that she would continue fighting Balalaika since she and Ginji were still alive.[1] In the anime, Yukio then requested Inoue to pull over. Hearing that the young Washimine head wanted to fight Balalaika on her own, Inoue was surprised at her proclamation. To his sadness, Yukio politely ordered him to send a message to any remaining Washimine Group members about her new plan and for them to stop the fighting on their end. Exiting the car, Inoue turned around and bowed to Yukio as one last goodbye, wiping away his tears and walking down into the underground subway to deliver the message.[2]
