Ishiguro (石黒) is a Tokyo Metropolitan Police officer who was assigned to investigate the Russian mafia's involvement in the gang war between the Washimine Group and the Kōsa Council.

Appearance[]

Ishiguro is an adult Japanese man. He has a slight build and short, receding black hair, tan skin, and a small chin beard. He wears round-cornered glasses, a beige trench coat, a black suit and pants, a white dress shirt, and a dark teal necktie.

Outside the Kōsa Council headquarters, Ishiguro was sitting in a police car when Yasuzawa came up to him to ask if he got any info on the two Russians (Balalaika and Boris) and the Japanese man who entered the premises. He answered that he was running the three people's faces through an ICPO database, adding that an international specialist named Kouno would arrive at some point that day. Recalling the massacre at the bowling alley, Yasuzawa alleged that Hotel Moscow was involved in the Washimine Group's feud and possibly in the sports plaza massacre, advising Ishiguro to keep an eye out. When he heard gunshots from inside the headquarters as a result of Balalaika and Boris killing the Kōsa Council members, Ishiguro warned Yasuzawa, who ordered the armored police to enter the gates. Very soon, he and the officers got through the gate and blocked the path. Seeing the three criminals, Yasuzawa identified himself and his fellow officers as policemen while Ishiguro calmly requested that Balalaika and co. come with him to the police station to be questioned about the gunshots.[1]

To his dismay, Balalaika did not heed his request and simply walked past the police officers. At that point, Balalaika's Russian Embassy car arrived to pick her up. Yasuzawa angrily demanded that she stay, but Ishiguro held him back and pointed out the diplomatic license plate on the vehicle. Suddenly, Revy came by on a motorcycle, and Rock instinctively ran through the barricade and escaped with her. Although the police tried to stop the two, Balalaika yelled at them to pay no attention to the escapees since their business was with her, frustrating Ishiguro. As Balalaika smugly bid them goodbye and left, Kouno arrived on the scene and asked the police why they did not arrest her if they heard gunshots. Ishiguro clarified that the shots were fired inside and not at them, so they could only request voluntary surrender for an investigation. To his surprise, Kouno confirmed that Balalaika was an officer of the global Russian mafia force Hotel Moscow, so Ishiguro ran to his car and used the police radio to order the dispatcher to send a message to all patrol cars in the area.[2]
