Kenji Matsuzaki is a member of the Kōsa Council who was targeted for elimination by Hotel Moscow.
Appearance[]
Kenji is an older Japanese man with a large build, pale skin, and short black hair slicked back. He wears a very dark magenta suit and a white dress shirt.

When Hotel Moscow began attacking the Kōsa Council during the former's alliance with the Washimine Group, several high-ranking yakuza were summoned to discuss the escalation of the Russians' violence. At night, being driven to the meeting location, Kenji stepped out of the vehicle, prompting one of his subordinates to extend his umbrella to him to protect him from the snow. Turning to another subordinate, he rhetorically stated that he heard that the yakuza faced trouble. Nodding, his subordinate informed him that the others were waiting inside the quarters. Nearby, Eugene and another Russian man spied on the Kōsa Council gangsters while hiding in an electric repair company van. Using a camera, Eugene took a picture of Kenji Matsuzaki and told his comrade that the presence of "Target 012" was confirmed. Immediately, the latter soldier drew a checkmark over Kenji's picture to mark him for elimination.[1] It is unknown if he survived Hotel Moscow's subsequent attacks.
