Kouno (河野) is a Tokyo Metropolitan Police officer and crime investigator specializing in international criminal activity.

Appearance[]

Kouno is a Japanese man of a large build and has brown curly hair. He wears glasses with white, thin frames, a laurel-green trench coat, a dark-gray suit and pants, a white dress shirt, and a brownish-green necktie.

When Yasuzawa and Ishiguro were investigating the Russian mafia's involvement in the gang war between the Washimine Group and the Kōsa Council, Yasuzawa wanted to deduce the identities of Balalaika and her accomplices. Accordingly, Ishiguro requested for an international specialist on Yasuzawa's behalf, learning that Kouno would help out. On the day of the meeting between Balalaika and Masami Kōsa, Kouno discovered that Balalaika was a high-ranking officer in the notorious global crime syndicate Hotel Moscow, so he rushed to the Kōsa Council headquarters to apprehend her. To his own admitted fault of being late, Kouno arrived just as Balalaika and Boris drove away in a Russian Federation embassy car.

Trying to catch his breath, Kouno introduced himself as the specialist to the police officers and asked them why they did not arrest Balalaika since they had heard gunshots. Ishiguro clarified that the shots were fired inside the premises, so they could only request voluntary surrender. To both officers' surprise, Kouno confirmed that Balalaika was an officer of the global Russian mafia force Hotel Moscow, so Ishiguro ran to his car to request help while Kouno asked Yasuzawa if he at least got a picture of Balalaika's face. Hearing that he did not get one, Kouno advised the officers to draw up a sketch of the Russian woman while he would track down her Japanese contact.[1]
