Madam Flora (マダム・フローラ Madamu Furōra) is the owner of the Sloppy Swing, a brothel located on the upper floors of the Yellow Flag. She is a former prostitute of the same brothel.

Flora is a middle-aged, large woman with pale skin and light-colored hair in a bouffant hairstyle. She wears lipstick, evening gloves, a strapless dress, stockings, and various jewelry such as earrings and a necklace.

Only in the manga, after the Yellow Flag and its upstairs brothel were destroyed once more in the fight between Fabiola Iglesias and Colombian Cartel members, Flora and Bao had to wait outside the destroyed property until it could be rebuilt. When Rock came to visit Bao for information, Flora ran up to Rock and hugged him, telling Bao that he should have told her that a handsome man was coming over. Fabiola sternly reminded Rock that he needed to stick to his original business, so Rock politely explained Flora that he had to speak to Bao. As Flora left, she recommended that the ex-salaryman come back when the Sloppy Swing was rebuilt, claiming that her business was better than Rowan's services.[1]
