The Metro-Dade Police Department (デイド郡警察 Deido-gun keisatsu) or MDPD is the county police department serving Dade County, Florida. In the 1990s, the chief of police, Sommers, organized an asset forfeiture scheme with several men to make an illicit profit by having a middleman, Percy, sell back the drugs which they seized.

Overview[]

The MDPD has various police officers across Dade County, with Sommers serving as the current chief of police. Furthermore, officers generally carry handguns for their primary weapons and use four-seated black-and-white police cars.

Eda Initial Stage history[]

When his wife got leukemia, Sommers needed money to pay for an expensive operation for her treatment. Subsequently, he got into a one-time deal to use a middleman to sell off drugs seized by the MDPD, also involving a few of his subordinates, particularly Cutter, Glenn, Stokes, and an unnamed officer. Feeling that he could not recuse himself from more criminal dealings, especially since he involved his own men, Sommers continued the deals and supported his men with the extra money.[1] Throughout the operation, he continued giving the seized drugs to Percy, a shady man who would distribute the drugs on the streets and give a cut of the revenue to Sommers's group. Not wanting his brother Glenn to be involved in the corruption, Hancock, who was not yet a police officer, volunteered to take over Glenn's role in the scheme.[2]

MIAMI VICE[]

Furious with Percy hiding extra drugs and money for himself, Sommers turned against him. In response, Percy, who also dealt in information, secretly called in the CIA to seek protection in exchange for giving them valuable information on Cuban intelligence. One night, while off-duty, Glenn went to a remote bar and was drinking when he saw several men attempting to assault Eda and Amber after the former harshly rejected them. Putting his hand on one of the men's shoulders, he joked that his numbers against the two women were unfair. He uppercut the hooligan and punched another man. As he exchanged a brief glance with Eda, she yelled that there was someone behind him, and Glenn dodged a folding chair swung at him, punching the hooligan down with a right hook. Surrounding him, the other hooligans wielded chairs and declared that they would hurt him bad. Turning her back to his, Eda cracked her knuckles and joked that it was her fight, to which Glenn smilingly replied that he could not let her have all of the credit. While the tipsy Amber drank a glass and sat down to watch, Glenn and Eda quickly took down all of the bar hooligans with ease. Exiting the bar, Eda thanked the man for saving her, and he humbly brushed it off and offered to buy her a drink. She politely declined since she was in a hurry, so Glenn smiled and bid goodbye until next time.

The next day, Percy was in his motel room waiting for the CIA agents to contact him when Sommers and four of his subordinates subdued him and began assaulting him to interrogate him. Soon, they heard the doorbell ring, so the bearded officer listened to Eda sternly claim that she was called for. He let her in but held her at gunpoint with Cutter's help, not identifying themselves as police officers. On the bed, Hancock held his pistol against Percy's head. Smirking, he asked the beaten up Percy who she was, also calmly asking her if she was a call girl. Bursting into laughter, Percy warned Hancock not to talk to her like that, claiming that she was from the CIA. The men showed surprise, and Percy proudly confirmed that he brought her from her headquarters in Langley, Virginia. The man behind Eda asked her if he spoke the truth. As she wondered what to do and tried to speak up, Sommers shouted at the men to calm down. The police chief admitted that he liked Percy's story but advised him to call in the FBI next time, not believing his story because the CIA supposedly was not authorized to conduct domestic intelligence. Panicking, Percy retorted that it was just a front and reminded him about the Watergate scandal, to which Sommers only questioned how a "scumbag" like Percy would even be connected to the CIA. The five men then heard the doorbell ringing again, so Sommers ordered Stokes to answer it. Though Stokes told Amber to go away, she pepper sprayed him and pushed him to the ground, pulling out her pistol and ordering the men to surrender.[3]

Immediately, Cutter attempted to shoot her while the bearded officer attempted to subdue Eda, but both women pushed back the two officers. Using the distraction, Percy wrestled with Hancock for his gun, almost shooting Sommers in the process. Though Percy stole the pistol and hit Hancock with it, Sommers pointed his own revolver at him and declared that his resistance was futile. Warning the police chief to stay back, Eda then shot at him, forcing him to take cover. Percy quickly ran out but fell onto a car roof. Eda blocked the bearded officer's punch and kicked him in the head while Amber backed her up by shooting at Cutter again. Hancock aimed his gun at her, so she shot back, fatally wounding him. When Amber deployed a smoke round to aid her group's escape, Sommers frantically ordered Cutter to stop the women from escaping, and he shot at their fleeing car with no success. Nonetheless, the officers managed to fatally wound Percy, but after the firefight they saw that Hancock had been shot. Knowing that people would be curious, Stokes blocked the entrance door to prevent anyone from investigating. When the motel concierge stated that he needed to call the police about the window damage, Stokes showed his police badge and sternly affirmed that he and his officers were the police and did not want anyone obstructing the crime scene.

In the room, the three officers looked over the wounded Hancock, with Sommers ordering the bearded officer to call their police station so that they could mobilize officers as soon as possible, also ordering a city-wide cordon to be set up. The chief then sternly commented that he was disappointed in Cutter, and the saddened Cutter recalled how Hancock was a good-natured man. Declaring that they would get revenge, Sommers ordered him to give the women and Percy what they deserve for attacking the MDPD. Adjusting his tie, the exhausted chief lambasted how the day occurred, wondering who exactly the women were. That evening, the MDPD set up a city-wide cordon and reported to the public that the firefight was a botched drug raid in which two women and their "associate" Percy killed a police officer while escaping. That night, Sommers visited the wounded Hancock at a local hospital when he received a phone call from his sick wife. Asking her about her medical checkups, he was relieved to hear about her health and advised her to go to sleep early. Hanging up, he then consoled the grieving Glenn, remarking that the attack was a hard thing to report to him. Lying about the circumstances of the fight, Sommers relayed to Glenn that he was discussing their deal with Percy when one of Percy's "colleagues" suddenly attacked them, fatally shooting Hancock in the process. Reminding Glenn that Hancock did not want to involve his brother in the corruption, he further consoled him by saying that Hancock would have been a great police officer.

When Glenn asked if he could participate in the case, Sommers granted his request, informing him that his men were already organized and ready to avenge Hancock together. Furious about his brother's death, Glenn actively sought out his brother's killer. He knew that Rona Hunt had a history with Percy and decided to go to Club Social in Miami to find him and the women. Unknown to him and other MDPD officers, Percy was already dead and buried in an unmarked grave. Arriving outside Club Social with another squad car, Glenn and another officer entered the building and called for Hunt, surprising Eda and Amber, who spoke to Hunt to learn about the importance of Percy's coin locker key. As he went into the hallway, Glenn saw the two women fleeing, so he chased them and yelled at them to stop. Amber tossed a homemade explosive inside just as she exited the back entrance, disorienting Glenn. Still conscious, Glenn ran out to the street and warned that he would shoot. When Eda turned around, both of them recognized each other from the other night, becoming reciprocally shocked. Eda used the opportunity to flee, and Glenn accidentally let them get away due to his sudden confusion.[2]

Later, at the police station, Sommers was frustrated about the lack of leads. He expressed his anger to the bearded officer, who awkwardly responded that they did not have enough police officers to cover the whole city. When a dispatcher told Sommers that someone was calling him, he angrily told her to quiet down since he was trying to think, but he was surprised to hear that the caller was Amber, one of the female suspects. As Amber confirmed that she was willing to return Percy's money and drugs to the police, Sommers had the bearded officer trace her call. The latter whispered that he was unable to pinpoint the call's location because of the small number of officers at the station that day, and Amber told the chief that she wanted all of the papers and records that Percy kept. Accordingly, Sommers agreed to her deal and let her choose the meeting place. Upon finishing the call, he heard the bearded officer express hesitancy since Percy's records were questionable, but Sommers retorted that he did not care about the papers and was fine with the women taking them.

Leaving the station, the chief sat in the passenger seat as the bearded officer affirmed that he had Glenn and other officers ready at the rendezvous point to stop the women. As they drove, Amber had Eda block her car in front of their speeding vehicle, forcing them to crash. Stepping out of her car, Amber broke the driver's window and sprayed knockout gas into the car, also putting a rag over Sommers's face to knock him unconscious. She then commandeered the car and left behind the bearded officer, abducting the police chief. At a remote location, the tied-up Sommers sat on the bumper as Eda took his revolver from him, being baffled at the weapon. Discovering that Percy's documents had nothing on them, the irate Amber threw the envelope at Sommers and furiously asked if there were any more papers. Unfazed, he answered that Percy was not the type of person to maintain detailed information. Reminding her that he held up his end of the deal, Sommers asked for the return of the drugs and money. Still thinking that she had a lead, Amber ordered the chief to take them to Percy's house. As Eda begrudgingly agreed to her plan, Sommers further wondered who they really were.

Meanwhile, Glenn learned from the bearded officer about the attack on him and the police chief's abduction, becoming enraged. Chastising the latter for falling into a predictable trap, Glenn impatiently inquired about the search's progress, to which the officer answered that they had only reached a dead end so far. As Glenn guessed that the women were likely going to uses Sommers as a hostage to leave the county, the officer informed him that the women were obsessed with the belongings from Percy's house, giving Glenn a realization pertaining to their location. At the same time, Eda and Amber arrived at Percy's house, where the tied-up Sommers sat on the couch as the two women looked around the house for any records that Percy kept hidden. When Eda began tapping furniture and insulted the corrupt county police, the chief gloomily claimed that he got involved with criminals to get money for treating his wife's leukemia. He also explained that he tried to atone for his mistakes by supporting his men who needed help, becoming a tighter-knit group in the process. Unconcerned about his story, Eda did not believe him and showed no sympathy.

About a minute later, Amber finally discovered a piece of paper with names on it, delighting Eda, who mentioned the possibility of Cuban contacts. Amber warned her to be quiet in front of Sommers, who was shocked and asked if they were genuinely CIA agents. Replying that it was in everyone's best interests to not say anything, Amber then tossed the bag of drugs and money onto the chief's lap, stating that they were even. He still wondered how they would make up for killing Hancock, but Amber coldly told him that his men would just have to get over it somehow. Preparing to leave the residence, Amber agreed to take Sommers back to his police station on the condition that he call off the search and cordon. As they exited the house, Glenn opened fire on them and ordered them to surrender the police chief, forcing them to retreat back into the house. Cutter was startled and reminded him that he could have accidentally shot Sommers, but Glenn snapped at him, telling him to back off since he needed to be the one to deal with the women. The CIA agents warned Sommers to call him off, but the dismayed chief told them that it was useless to do so since Glenn's fury could not be quelled due to losing his only brother, the same person whom Eda killed back in the motel. Smiling, he in turn warned them that Glenn would chase the women to the ends of the earth to avenge his brother.

Wanting to end the chase as soon as possible, Eda volunteered to fight Glenn, so she exited the house to sneak up on the two officers outside. As Glenn and Cutter kept their sights on the front entrance, Eda took them by surprise when she used the back entrance, knocking Cutter to the ground and grazing his shoulder. Glenn tried shooting at her, but she roll-jumped and aimed her pistol near him, resulting in a brief standoff. Glenn reciprocated the sentiment of wanting to meet under better circumstances, but he proclaimed that he could not contain his fury targeted at the killer of his only remaining relative. Yelling at them, Amber urged them to deescalate because she had already settled things with the police chief, but Glenn smugly responded that he did not hear a word. Pushing away his arm, Eda quickly kicked Glenn's rifle out of the way and shot him in the chest, but his bulletproof vest protected him. Realizing that she had run out of ammunition, Glenn wrestled against her and disarmed her. As he went in for a kill shot, Eda pulled out her revolver and pushed it right into his neck, shocking him. Exclaiming that she was the detective of his boss's boss's boss, she bid him goodbye with a single, point-blank shot, killing him. Exiting the house, Sommers and Amber share surprise at the fight's conclusion. Reconvening with Cutter, the police chief somberly told him that their scheme was over for good.[1]

Wandering Old Case Officer[]

It was revealed that although the MDPD's asset forfeiture scheme stopped, the CIA had to compensate the MDPD for the two dead officers. Additionally, the list of names that Percy wrote on a piece of paper had no value to the agency. Angry with Eda and Amber's conduct, the CIA case officer Chesterton used the failed mission against them to force them to do a favor for him, which was to discreetly stop Harold Meyer.[4]
