Chang Wai-San (張 維新チャン・ウァイサン Chan Waisan),[3] also known as Mister Chang (張の旦那 Chan no danna; ミスター張 Misutā Chan) or his lesser-used Triad title Pak Tsz Sin (Chinese: 白紙扇, lit. "White Paper Fan"),[4] is the boss of the Thai branch of the Hong Kong Triad in Roanapur.

Appearance[]

Chang is an adult man of Chinese descent with short black hair commonly styled back, a skinny build, pale skin, and a height of 180 centimeters (or 5'11").[5] He is always seen wearing dark sunglasses even indoors, and he frequently wears black suits and vests over a white dress shirt. His physical appearance is based on the Hong Kong actor Chow Yun-fat's appearance in The Bund.[6] Like Revy, he is adept with dual-wielding pistols in a fashion similar to that of gun-fu,[7] and favors a pair of Beretta 76 pistols. The grips of these weapons are inscribed with two Chinese symbols (天帝) which mean "Heavenly Emperor."[8] He is a frequent smoker and is seen smoking in every story that he appears in.

Personality[]

Chang seems easily amused and unusually easygoing and lighthearted, especially given his position. Nothing seems to surprise or phase him, which could be attributed to the fact that he was once a member of law enforcement.[9] His past as a police officer may explain his combat expertise, although he has stated that he does not actually do much fighting as a Triad boss.[7] He was also able to escape from ambush of superior number of Hezbollah agents, disarm Fabiola Iglesias easily, and survive a shootout with the twins while several of his men were killed. His expertise is often overshadowed by his easygoing character, in comparison with the other, more serious characters. Despite this, Chang no longer engages in combat unless forced. Before his shootout with Revy, he admitted it had been a while since being in the field,[8] and another time Balalaika asked him if she would finally get to see him with a gun in his hand again, to which Chang replied that he did not "dislike getting in the game once in a while."[10]

Chang has said that what he hates most in the world is hypocrisy, saying it was even worse than what people call "evil" and like a poison that affects both the victim and the user. He also referred to himself as being "a guard dog who burned with justice" when he worked for the police despite having told Balalaika on another occasion that morality and justice have never really suited him. Unlike most criminal bosses in the town, he advocates cooperation and joint ventures in order to keep the status quo in Roanapur, which he has reiterated to fellow crime bosses at his summits at The Golden Swingin Night Club. Chang believes that unless the bosses who run Roanapur from the shadows cooperate to keep its inhabitants in line, the city will end up in the evening news and the minds of politicians, which will ultimately lead to its destruction.[11] He also emphasizes that his own syndicate's primary goal is to advance its business and conspire for profit.[1] Like Balalaika, Chang is courteous enough to compensate people in town for damages to their workplace caused by the Triad's involvement.[12]

Black Lagoon history[]

Most of Chang's background is unknown. Before joining the Hong Kong Triad, Chang was a police officer in the Royal Hong Kong Police Force. Given how Chang describes himself, he claims to hate hypocrisy more than anything, and that he says he has "looked into the hearts of human beings and [has] seen things [one] can't even imagine."[9] It is not known if Chang left the Hong Kong police force because of the corruption that he witnessed in the ranks, but he betrayed his police partners by killing them at Star Ferry Pier, Hong Kong.[2] He eventually joined the Hong Kong Triad and became the Thai branch's leader. Although he had bad relations with the cops whom he killed, Chang did have an amicable opinion of one detective even after leaving the police force.[13]

Chang's residency in Roanapur predates Hotel Moscow's arrival at the very least. He fought Balalaika in November 1993 when Hotel Moscow first came to Roanapur. The battle was so intense that it nearly destroyed the city, with Chang receiving wounds as well.[4] Dutch brokered peace between Chang and Balalaika,[14] and Hotel Moscow and the Hong Kong Triad have more or less been on good terms ever since. Chang holds the office of Pak Tsz Sin, literally "white paper fan," a supposedly non-combat administrative role. He answers to his boss Zhuang Dai-Long, who is based in Hong Kong.[15]

Chang's primary office is in one of the towering skyscrapers seen in the Roanapur city scenery,[16] and he also has a beach house as an extra residence.[17] Elsewhere, he has a secondary office using the CEO's office at the Hot River Film Company building. He additionally uses the Triad front The Golden Swingin Night Club as a place to host Council summits between the city's crime lords; he is the leader of the Council. Like all of the larger crime syndicates, Chang has to cooperate with the Roanapur City Police to allow the Triad to operate, though he is able to use his position to free his associates from detainment in the police station jail.[18] The Thai branch in particular has frequent dealings with the United States' Central Intelligence Agency as seen in the "Goat, Jihad, Rock'N Roll" arc and in "El Baile de la muerte." Additionally, Chang personally allows Sister Yolanda of the Rip-Off Church as the only non-Triad affiliate to sell illegal weapons in Roanapur.[8]

He is later often accompanied by his subordinate Biu Yuyun, and Chang employs Shenhua and Leigharch as an assassin and getaway driver respectively for the Triad. He will also have his subordinates apply torture and painful methods of murder, such as when he had some men threaten to castrate a Bulgarian spy,[7] and when he commissioned Sawyer the Cleaner to cut open a man with a chainsaw for attempting to steal his money.[19]

When two murderers began to kill Hotel Moscow members in Roanapur, Chang summoned a discreet Council meeting between Roanapur's main crime lords, including Balalaika of Hotel Moscow, Abrego of the Colombian Cartel, and Verrocchio of Cosa Nostra. At the meeting, Chang clarified that he liked the current power balance between the syndicates and wanted to maintain that balance, with Balalaika being unconcerned about that and more concerned about her dead men. When Balalaika asked Chang if he had any involvement in the murders, he denied it and added that two of his men, one a high-ranking man of the 14K and one a direct lieutenant of his, got killed as well at a brothel on Rachada Street. Verrocchio as well stated that one of his men got killed, saying that the murders had to be the work of an outsider. Balalaika left the meeting and elaborated that she would get revenge on whoever killed her comrades, be they friend or enemy.[20]

Later when Balalaika identified the murderers as two Romanian children, Balalaika discreetly met Chang at the harbor shipping yard, giving him an envelope containing pictures of the children's faces. She mentioned the twins' history as child sexual abuse survivors who were exploited in snuff films made for pedophiles, with Chang discomforted by the story but nonetheless adding that he had no sympathy for the twins and their bloodlust. Chang then replied that he would take full responsibility, asking Balalaika what she wanted from him. In turn, Balalaika said that she wanted to start a just war instead of a gang war, so Chang agreed to have the Triad temporarily ally with her, remarking that he did not need to consult his bosses in Hong Kong on the matter.[21]

When it was reported that there was trouble in Verrocchio's territory, Chang and his men drove to the outside of Verrocchio's headquarters, and soon upon their arrival, a body fell out of the window onto Chang's car, making Chang tell his men to contact Hotel Moscow immediately. After the twins finished massacring the Italians, Chang sensed that the twins were exiting the building, so he quickly pulled out his pistols and started shooting. Gretel killed Cho and the other bodyguard with her elephant gun, so Chang had to shoot at them and take cover. The young girl Gretel commended Chang for his shooting skills. In response, Chang sarcastically thanked them, but Gretel told him that she did not have time to fight the Triad, leaving the scene and Chang unharmed.

Minutes after the massacre, Chief Watsap of the Roanapur City Police arrived at the scene and questioned Chang about the twins, and Chang deliberately sent Watsap away by giving him false information about where the twins traveled. The Triad leader then called Balalaika, telling her that he sent Watsap out of the way and wanted her to pay him back for the favor. Balalaika thanked Chang and told him that she and her Vysotniki would take over the hunt since Chang and his men could not defeat the twins.[22] The Triad and Chang then totally pulled out of the hunt around the time that Balalaika killed Hänsel.

Goat, Jihad, Rock'N Roll[]

When a Bulgarian spy arrived in Roanapur and started selling weapons, Chang did not approve and asked the man to stop his business. When the man refused, Chang had his men interrogate the Bulgarian by threatening to cut off his genitalia, so the Bulgarian confessed that he was a spy and gave the men intelligence documents about an attack that Hezbollah was planning. After receiving the documents, Chang went to visit Hezbollah affiliates in the outskirts of the city and offered to sell them the documents back, but the gunmen threatened Chang to leave due to disliking the price that he offered. When Chang and his men left and decided that they would instead sell and deliver the documents to the CIA, who gladly agreed due to their fear about another terrorist attack like the recent U.S. embassy bombing in Zaire, Hezbollah retaliated by bombing his office, forcing Chang to flee and take refuge at the Lagoon Company office.

At their office, Chang offered Dutch the job and told him the details of the intelligence documents as well as the delivery location on Basilan Island, where a getaway driver would be waiting for him. He added that there would be five teams sent to leave, with four teams having fake documents and the Lagoon Company having the real documents. When Chang said that the time frame to deliver the documents to the CIA was two days, Dutch replied that it was too small a time frame. Unfortunately for them, the meeting was interrupted by Hezbollah soldiers firing a rocket-propelled grenade into the building and beginning to storm the building. Unharmed, Chang pulled out his customized double pistols and offered to help the Lagoon Company escape. Accordingly, he and Revy killed the first sets of soldiers who attempted to raid the building, and afterward, one of Chang's cars arrived outside the building to escort the Lagoon crew to their boat while Chang and the Triad members fought the rest of the Hezbollah soldiers.[8] As the escort car left, Chang told them to use the password "The Triad is super awesome" as an identifier.[23]

After the attack, Chang later gave Dutch a second pass phrase in case the enemy intercepted the second message,[24] then returning to his towering office building. Two days later and thirty minutes before the end of the CIA's delivery deadline, Chang called a CIA agent to assure them that the documents were on the way. As he hung up, a Triad affiliate informed him that their boss in Hong Kong had ordered them not to engage in direction confrontation, with which Chang expressed no grievances.[25] In short time, Leigharch's team arrived to the military base, with Revy revealing that she had the documents the entire time, angering Shenhua and Leigharch. Nonetheless, the mission succeeded, and everyone got their respective pay.[16]

Only in the anime adaptation, when a great portion of Balalaika's forces temporarily left Roanapur to help Hotel Moscow's Japan branch, gang violence arose, so Chang and the Triad did their best to quell the violence.[26]

When Shenhua did not recognize Sawyer the Cleaner, Sawyer reminded her that a week before their current job, Shenhua brought a tied-up man to the cleaner's workplace and told the latter that Chang wanted the man killed for attempting to steal his money.[27]

El Baile de la muerte / Roberta's Blood Trail[]

When rumor spread throughout Roanapur regarding Roberta's return to the city, Chang knew that her presence would spell disaster for the city, so he sent Biu Yuyun and other Triad gangsters to gather credible information throughout town. At first, Biu and his men went to the brothel upstairs in the Yellow Flag for information, but none of the prostitutes saw anything, so the men left.[28] After the Colombians attacked the Yellow Flag Bar in their failed attempt to interrogate Fabiola Iglesias, Biu returned to Chang at his hotel penthouse and informed him of the attack. Chang discussed the background of Roberta's first rampage in Roanapur while Biu confirmed that Roberta's recent motivation was the murder of Diego Lovelace.

With that information, Chang knew that they needed to pinpoint the identity of Roberta's enemy. Despite Chang's worry, Biu responds that the Triad at least had knowledge of everyone present in the city, but Chang stated that Roberta's enemy was likely well-hidden since their goal was not recognition or money but because they had great capabilities and strength. Accordingly, Chang told Biu to come with him to gather better information, so he drove Chang to Sankan Palace Hotel, where Roberta's concurrent master Garcia Lovelace was staying.[29]

Fabiola and the Lagoon Company arrived at the hotel and entered Garcia's suite to see Chang there, with the small maid becoming angry at his presence. She tried to attack him, but Chang disarmed her. While Chang held her down, Garcia assured the maid that he was only there to talk, so Fabiola reluctantly backed off, standing at Garcia's side. When Revy pulled out a cigarette, Chang forced her to ask Garcia for permission first, and the child politely told her to refrain from smoking since there were no ashtrays in the suite. Beginning their discussion, Garcia told everyone that after the bombing, members of the Venezuelan military sympathetic to the MVR visited the Lovelace estate to tell Garcia about 6 conspirators with Western ties involved in the bombing, showing them a photograph of U.S. and Venezuelan nationals. Additionally, the 6 conspirators quit the military six months before the bombing occurred, creating suspicion.

Garcia recalled that with that little bit of information, Roberta secretly left the Lovelace estate to track down the conspirators and find the true culprits behind the bombing, killing and interrogating all 6 men including their leader Marcos José Lucientes. When Garcia said that Lucientes' body was found by a river on the outskirts of Calabozo with his lower legs hacked and stabbed numerous times, Chang remarked that Roberta's tracking skills truly matched her bloodhound nickname, causing Garcia to slam his fists on the table. The boy demanded that Chang refrain from calling Roberta by that moniker, to which he calmly agreed. Continuing onward, Garcia pointed to a U.S. Army colonel, Simon Dickens, in the photograph and explained that his body was found in a burnt-down hotel on the outskirts of Caracas. He elaborated that Dickens was an active-duty United States officer, startling Chang and Dutch due to his influence.[30]

After relaying this information to Chang and the Lagoon Company, Garcia and Fabiola stated that their goal was to find Roberta and return her to Venezuela, adding that anyone who helped them would be paid greatly. Chang proclaimed that Roberta's enemy were U.S. forces, with Garcia saying that was all the more reason to stop Roberta since he was pained to see Roberta kill people. Chang joked that he would love to send the two children home, but he reminded them that the Colombian Cartel in Roanapur wanted to kill Roberta, summarizing that such discord would throw Roanapur into even worse chaos. In his closing statement, Chang told the Lagoon Company that they were the best ones to take Garcia's job since they were a neutral party and the Triad was too large to make a move, but Dutch wanted nothing to do with it.

Chang responded that the Triad would take the job if they did not, and he implicitly convinced Rock to consider taking the job before he left. Chang also told the Lovelace affiliates that they had to leave Sankan Palace Hotel the next morning regardless of their decision. While Biu drove Chang back to his office, the former asked him if he was sure that Rock would take the job, with Chang confidently replying that Rock had a sympathizing nature.[31] After Rock and Revy agreed to help the two children, Garcia and Fabiola left Sankan Palace Hotel, and Chang allowed the children to stay at his yacht house for better security.[32]

With the new information and background, Chang called for a Council meeting between Roanapur's crime lords at his nightclub, The Golden Swingin Night Club. There, the meeting between the four bosses (Chang, Balalaika, Abrego, and Ronnie the Jaws) began with Balalaika and Ronnie insulting each other, but Chang interrupted them to tell them that they needed to focus on their topic. Ronnie suggested that they throw a party for the U.S. troops, an idea which was immediately rejected. Abrego wanted to kill Roberta so he could stabilize his cartel's relations with FARC, whereas Balalaika said that their real enemy was the U.S. Army since they would crush the drug trade, with Chang agreeing and adding that Abrego should not make a move. Soon, Chang interrupted the leaders' arguing and ended the meeting by saying that they should not interfere with the Americans' presence until they could confirm if part of the soldiers' mission was to meddle in Roanapur. Lastly, he stated that the mafia leaders should not backstab each other since Roanapur would be a bloodbath if that occurred.[11]

The next day, Chang went to the Rip-Off Church to talk to his CIA contact, with Rico guiding him to the confession booth to talk with them using a cellphone. Unknown to him, Eda was the contact who used a voice changer, and she told Chang about the details and history of the Grey Fox team as well as their mission purpose and hideouts in Roanapur. Eda articulated that she wanted Grey Fox's mission to fail, adding that Chang should hold the same view since Grey Fox taking out Shue Yan would cripple the opium dealing in the Golden Triangle that the Hong Kong Triad was connected to. When Chang told her that the call was over, Eda stopped him and asked him what his plan of action was.

Annoyed, he replied that he was under no obligation to tell her anything, calling Eda a bureaucrat and saying that the Triad was not a lapdog of the CIA. In response, Eda laughed and told him that smack talk did not work when the receiver was stronger, calling Chang street trash and saying that the CIA was one of the many hydra heads of the United States government that could control and topple countries and governments, in contrast to the Triad only being able to control businesses. Upon hearing her comment and insult, Chang angrily hung up the phone and left the chapel.[32]

Later that day at the Roanapur harbor, Chang met Balalaika, who wanted to know why Chang was telling her details about Grey Fox. He told her that Roberta would attack at dawn, elaborating that getting Roberta out of the city as well as the Americans would prevent the possibility of Roanapur's destruction. The Russian soldier then coldly told Chang that she would continue her mission to fight the U.S. soldiers. Surprised, Chang asked her if she really wanted to die as a soldier, and Balalaika responded that a gangster like him would never understand, adding that ex-Soviet soldiers like her who were cast aside by the USSR and betrayed by the Russian Federation only had memories of battle to cling to.

Chang merely replied that her mindset was pointless, as valuing one thing adamantly meant not putting value on anything else. Annoyed, Balalaika decided to walk away, but Chang stopped her, adding that if he had to have value for one thing, it would be his own life after surviving their firefight back in November 1993 and living another day.[4] With Roberta's imminent attack in mind, Chang asked Balalaika if she valued her life, and as she left the harbor, she told him that she did not have much time to think about her plan carefully.[33]

At night after the first part of Roberta's attack on Grey Fox began, Chang called Rock while the latter was waiting in his car. Looking out his window, Chang told Rock that he could see the violence from his place and remarked that the Triad would take care of the situation from there. When Rock told him that he could not quit yet since Garcia and the maid were still involved, Chang asked how that was his concern since they were only chess pieces in his game. Rock called Chang an inhuman scumbag, making the Chinese boss laugh and telling Rock that he had guts, adding that he knew more about justice during his life than Rock ever would. Rock was angrily curious, so Chang told him that he was a former police officer in Hong Kong, telling Rock that Roanapur was his first priority and not the Lovelace family. After telling Rock that he could try and save them if he wanted, he ended the call.[34]

Later at his office during the fighting between Grey Fox soldiers and Roberta, Chang finished a call with Rock. After finishing it, he tossed his phone to Biu, who informed him that they received word from Shue Yan, who reasoned to the Triad that inspections of the controlled territories were essential to contain the effects of Khun Sa's "surrender." Hearing Biu ask if he should have contacted Khun Sa directly, Chang declined, stating that the surrender was a farce anyway and they needed him to continue living quietly in Yangon, Myanmar. Biu then wondered about the "hound," and Chang answered that he just got a call from Rock about the Lagoon Company agreeing to ship Grey Fox out of Roanapur into the Golden Triangle. Biu in turn stated that he was working on contacting the "hound" but was unsure if she could catch up to the Americans.

Smiling, Chang joked that he was worrying too much and would get gray hair by pondering too much on the Vysotniki's plans. Still curious, Biu wondered if Balalaika would keep her promise of their temporary alliance, but the Triad boss smoked a cigarette and smiled, commenting that it did not matter if she caused enough trouble for them that Roanapur fell since they could set up shop somewhere else and duke it out with her. Squatting, Biu smiled back and admitted that he finally saw why their leader chose Chang to lead their branch, repeating that he was a gutsy ex-cop who let his friends die at Star Ferry Pier. In turn, Chang responded that he was not gutsy and simply was able to enjoy things for how they were, concluding that he needed to check his remaining cards on the table.[2]

Sometime after Lagoon Company escorted the Grey Fox Commando Group out of Roanapur, in addition to Roberta settling their fight in the Golden Triangle, Chang met up with Rock at the Roanapur harbor and tossed him a duffel bag full of bonus money for helping him with the killer maid. Rock then said that he did not do it for the money, to which Chang replied that the whole situation really took a toll on his strength. Contemplating the aftermath and what Fabiola told him, Rock asked if he was a villain to Chang, but the Triad boss only responded that he got his wish of Garcia saving Roberta but remarked that the boy might not be truly happy since he would walk a difficult path after the destruction.[35]

When the Frenchwomen of Les Cinq Doigts arrived in Roanapur and began killing Black men in the city, Chang hosted a Council meeting at his nightclub with Balalaika and Ronnie in attendance, but Gustavo (who then replaced Abrego as the head of the Colombian Cartel's Thai branch) did not come since he was busy rivaling with the Nuevo Laredo Cartel in Latin America. Ronnie accused Chang of complicity in the recent murders since both he and the women wore black suits, and the Triad boss and Balalaika refuted his accusations since the women also killed a Black bouncer at a Triad-owned go-go bar. Ending the meeting, Chang suggested that they spread rumor of the killings around Roanapur to lure the women out, but they needed to avoid any overt action to prevent scaring tourists out of the profitable red-light districts. After the Hotel Moscow-affiliated drug dealer Jinx survived an encounter with the women, Chang told Revy about the murders and asked her to tell the rest of the Lagoon Company about the incidents.[36]

Concerned for Dutch's safety, Rock brought Revy with him to see Chang at his office inside the Hot River Film Company building. Chang wondered why Rock came to see him, with Rock saying that Dutch had to be one of the next targets, so Chang reluctantly directed them to the hospital where Jinx was saying, adding that he would call Shenhua to provide security to them.[37] Shenhua came to help the two Lagoon crew members, demanding that Rock pay for all her meals and 1.3 times the pay that Chang offered, to which he agreed.[38] At Isaac's antiques shop, Shenhua, Revy and François Modibo fought the Frenchwomen in a firefight and captured Le Majeur, with Shenhua recommending that Isaac contact Chang about compensation for the damage to his store.[12]

Eventually, after Le Majeur agreed to betray her comrades, the Vysotniki killed four of the five Frenchwomen in an ambush. The next night, the surviving traitor Majeur was brought to the nightclub's meeting room to answer for her collaboration in the murders. Sitting down as the bag over Majeur's head was lifted, Chang told the attendees the information that Rock relayed to him regarding her betrayal. Moreover, Rock himself said to Ronnie during the meeting that Majeur could be a valuable asset, with Chang agreeing but stating that Balalaika would be given the final say on her fate since most of the Black men killed were contracted under Hotel Moscow.

In the end, Balalaika decided to make Le Majeur her lapdog who would act as a shield for Hotel Moscow and threatened death if she refused. Ronnie was skeptical of Majeur's loyalty when the latter accepted the offer, but to his dismay, Balalaika allowed Majeur to live and stay with the Lagoon Company, making Chang smile when Balalaika remarked that she had gone soft. With the meeting adjourned, Chang reiterated to everyone that Majeur would be under Balalaika's control.[39]

Where the Chips Fall[]

When Balalaika opened a luxurious new casino on Yatchalaya Street, she invited Roanapur's various leading figures, including Mister Chang, to attend the opening night ceremony. Accepting her invitation, Chang arrived and soon met the fancily dressed Balalaika inside. Commending the place's design, he complimented the retro theme that she chose for opening night. Enjoying herself, the Hotel Moscow leader elaborated that she brought in people from the United Kingdom to design the building, also mentioning the no-weapons policy. Having been at the joint for a bit, Chang wondered where Ronnie the Jaws had been. Balalaika answered that Ronnie was not attending despite her invitation, but his captains and lieutenants were present. Smirking, Chang claimed that Ronnie was not the social type, with Balalaika replying that she was glad that Chang at least accepted her invitation. In turn, he reciprocated her sentiment and reminded themselves that they had had a long history. At that moment, Revy, Rock and Le Majeur greeted Chang and Balalaika, congratulating the latter on her new business.

Looking at Rock, the Triad leader claimed that he had not seen Rock since Les Cinq Doigts were trying to hunt the "Black guy" (La Mouche). Relaxed, Rock merely responded that he and his company had only done the usual shipment jobs since then. Speaking calmly, he asked Rock if he still had a penchant for gambling on various things, to which Balalaika advised Chang to be nice. Apologizing for his comment, he accompanied Rock to gamble on roulette. At the table, the croupier wished both men luck, and both of them agreed to start off with small bets. Although the pill first landed in Chang's favor, Rock replied that the beginning was not where the true action was. With his own poker face, Chang heard Rock tell him that the casino would certainly be profitable for Hotel Moscow. The ex-salaryman reminded the Triad leader that the business could attract international attention that Roanapur did not need, but Chang responded that the mafias needed to move away from shady dealings. Sharing his seriousness, Rock declared that people enjoyed the daylight.

As the croupier asked them to place their next bets, Chang stated that it might be a good or bad thing that Rock was continuing to take an interest in Roanapur. Additionally, he rhetorically asked Rock if he had resolve since he was confident in his own convictions. As the pill spun on the roulette wheel, Rock clasped his wrists and recalled how he once had a client (Feng) who deduced that he was in his new life to see people's fates play out. Moreover, he disagreed with Chang about being the city's judge, specifying that with his own help, he could possibly go somewhere beyond people's fates. Advising him not to get arrogant, Chang proclaimed that such a place is God's domain, though Rock in turn claimed that the domain in question was the good outcome itself. Trying to change the framing, Chang warned that changing someone's fate could result in the person being swallowed up by the same fate and become part of their lives.

Lighting his own cigarette, Rock explained that his own bets were more cautious than that, summing up that one could only change people's fates in a good way by getting up close and personal. Chang joked that Rock seemed to fancy himself the troubleshooter of Roanapur, but the latter nonchalantly declared that he truly liked Roanapur. Elaborating, he reminded the Triad leader that their city had exiles, scumbags, the abandoned, and other misfits, proclaiming that his own guidance could save people who shared his own history of being cast aside and could even save Roanapur itself. Still in disagreement, Chang coldly replied that Rock's analysis was a sentimental lie, sternly saying that the bloodshed that both of them had seen would absolutely result in a path to hell. As the room filled with their mutual cigarette smoke, Rock rebuffed his answer and stated that they still had a chance of receiving a different ending. Chang explained that his answer was based on the laws of nature rather than virtue.

The ex-salaryman calmly retorted that they would only truly know at the end of their lives, betting more chips and telling Chang that he would continue extending his hand to others. Agreeing with Chang's next analysis, Rock answered that he would have a good view from the hilltop of the far side of good and evil. Chang then asserted that he believed in predestination and once more warned Rock that his desire for changing fates was in vain. Putting up all his chips on one gamble, Rock confirmed his bet, genuinely surprising the Triad leader enough to make him grin. Blowing out cigarette smoke, Rock claimed that his straightforward bet was his way of seeing the beyond. Chang commented that he also had Rock's going-for-broke mindset in his own youth, but the sangfroid Rock announced that going for broke would allow them to see beyond their world and truly allow himself to get satisfaction. Rolling into four black, the pill favored Rock, giving him a 35-to-1 payout, impressing Chang enough to call it devil's luck. Thinking that Rock's analysis might have some ground after all, Chang told Rock that he would remove the latter's obstacles as an offer if he could accomplish showing the "beyond" to him.[40]

El réquiem de los Desalmados[]

After the Colombian Cartel lost their seat on the Council due to their departure from Roanapur, Chang called for a new meeting to discuss the appointment of the Nuevo Laredo Cartel to take their place. Before the meeting, he called Dutch at the Lagoon Company office and requested to speak with Rock. Chang briefed him on the upcoming decision, asking the latter how he felt about attending the meeting as an observer. Politely advising against it, Rock claimed that he would merely be a silent ornament since he was not a member of any huge organization. Smiling, Chang reminded him that he had poked his nose into a lot of Roanapur's affairs and stirred things up, assessing that Rock had earned the right to a position where he could view everything as well as Roanapur's future. Professing that he had not forgotten about Rock's words at Balalaika's casino, the Triad boss stated that a special matter at the next Council meeting was resolving the beef between Hotel Moscow and the Nuevo Laredo Cartel, admitting that Rock could be relied on to properly observe the situation and pretend to be a person of influence.

On the scheduled night, members of the Triad vetted each mafia boss's entry into The Golden Swingin Night Club. Soon, Chang commenced the meeting once Fernando Lobos arrived. Acknowledging Lobos's thanks, he summarized that the Council meetings were for preventing the trouble the mafias had back in 1993. Commenting that being a Council member required a certain minimum of responsibility, he then asked Lobos where his other representative was. Assuring him that he would arrive, Lobos answered that he heard the man recently arrived at the airport. At that point, one of Chang's subordinates introduced Gris el Tigris, the head of Los Soldados, to the Council. Sitting down, Gris joked that he was disappointed because he heard Roanapur was like Dante's Inferno. The newcomer asserted that despite his rivalry with Hotel Moscow, he came to Roanapur to tell Balalaika something in person. Chang listened to Gris explain his cartel's origins and thank the Russian woman for her inspiration. Glaring at him, she asked why he crossed swords with Hotel Moscow if he truly understood the Russian mafia so well.

Glaring back at her, he explicated that he was not holding back against her forces precisely because he was dealing with Hotel Moscow, asserting that he would do everything to crush her group. Admitting that he wished things did not become heated up, Chang warned them that they needed to focus on their original agenda item: the approval of the Nuevo Laredo Cartel to the Council. The Triad boss repeated that their goal was to vote on the matter, especially because Hotel Moscow and the Nuevo Laredo Cartel were still feuding in the Mexico–U.S. border region. Assuring them that he wanted no trouble back home, Lobos professed that his boss, Jefe Guerrera, told him that the matter could be settled with the destruction of the Guadalajara Cartel. Though Chang was satisfied with the idea, Gris vehemently disagreed, exclaiming that as long as they were allying with the Nuevo Laredo Cartel, they could not expose their backs to their enemy.[41]

Several times, Gris repeatedly emphasized that he would not budge on forgiving what Hotel Moscow and the Guadalajara Cartel did to his syndicate in Cananea. Wanting to resolve the situation, Mister Chang asked him what the point was in starting another conflict given that Hotel Moscow suffered more losses during the conflicts in the Mexico–U.S. border region. Annoyed, Gris said that it was Hotel Moscow who needed to think about the point since Los Eses would normally have hit the Russians in Mexico so hard that they would never recover. Laughing, Balalaika remarked that he had quite the gall and accepted his challenge. Raising his hand, Rock asked Chang for permission to propose an idea, which the latter allowed. Assuring Gris that he was merely an observer and long-time resident of Roanapur, the ex-salaryman added that he belonged to no organization. Chang vouched for Rock's wisdom, and the latter posited that the Nuevo Laredo Cartel could take some of Hotel Moscow's territory taken from the Colombian Cartel in return for sparing Vasily Krivchenko. Knowing that Balalaika wanted something in return, Rock explained that a treaty of amity with Nuevo Laredo would be best because Hotel Moscow would have time to assess the final deal without unnecessary bloodshed.

Whereas Chang was content with the proposal, Balalaika rhetorically asked if they thought the Russians would agree to being less powerful than Nuevo Laredo. Politely urging her to agree to the terms, Rock reasoned that starting a war went against the spirit of the Council. Though Lobos accepted the initial plan of not taking any shares of territory, Gris sternly disagreed and claimed that Rock could not comprehend that what they wanted was for Krivchenko to die, not profit or peace. Surprised by his statements, Chang and the other Council heads warned Gris that he could not do as he pleased in Roanapur, but the Mexican boss professed that their statuses meant nothing to him. He also chastised Balalaika for thinking that she was able to take on his forces, stating one last time that he only wanted Krivchenko's head. After the meeting, because Gris threatened to take on anyone who got in the way of his pursuit, the Triad prepared to increase security in their respective territory in preparation for a potential gang war.[42]

Light novel history[]

Shaitane Badi[]

In the first light novel Shaitane Badi, Mister Chang used a private helicopter to reconvene with his men on the Triad tanker Zaltzman. At night when Chang got onto the ship in the sea, Stanislav Kandinsky and his group of mercenaries began sneaking onto the boat to complete their mission of assassinating Chang. When the Black Lagoon and its crew steered in front of the Zaltzman to distract the large tanker's crew, Chang was in the bridge as the attack began and saw the PT boat. Using the loudspeaker, Chang spoke to the Lagoon Company and rhetorically asked them if they had any idea that he was on the ship, shocking the four pirates. He then jokingly told them that he did not approve of them attacking a Triad ship, assuring them that he would forgive them if they moved out of the way and helped him. At that point, Chang reflexively dropped to the ground due to a gut feeling, and he missed being hit by Stan's first shot.

As Stan kept his sights on any survivors while Revy began a firefight with Jake on the tanker, Chang heard from Dutch on his frequency that Revy was coming to aid him. Continuing to lie on the floor to take cover, Chang advised Dutch to somehow take care of the sniper on the mast, but Dutch responded that Revy would get to him eventually. Coming to Revy's aid as she easily killed Jake's men, Chang appeared to her surprise, smilingly telling her that he wanted to make sure that no more of his men would be harmed. Pulling out his dual Beretta 76 pistols, Chang shot at Jake together with Revy, forcing him to flee the hallway. Although Chang surmised that the enemy had a getaway ship, Revy thought differently and ran forward. To his worry, Chang yelled at Revy to stay back, but she continued running until being grazed by a bullet from the sniper, forcing her to take cover. Coming to Revy, Chang teased her that he had warned her, holding an assault rifle with a night vision scope to cover Revy. To his annoyance, he tried to peek out with the rifle, but Stan shot at him again, breaking the rifle's foregrip and forcing him to hide again. In the end, to both Chang and Revy's surprise, Stan used a parachute to fly from the mast to the fleeing getaway boat, and four of the mercenaries survived and escaped into the ocean.[43]

After the failed attempt on his life, Chang and his surviving bodyguards boarded the Black Lagoon an hour later to return to Roanapur after four of his crew members got murdered. He spoke to the Lagoon crew about the Zaltzman's use as a smuggling ship, with Rock commenting that the enemies were likely not from Roanapur and that the Lagoon Company would not knowingly attack the Triad. Looking at him, Chang replied that they would figure that out later but told them that they could make up for accidentally abetting the mercenaries by killing the mercenaries. To Chang's pleasure, Revy gladly agreed to find the mercenaries, and Benny informed them that he had a clue by getting a picture of the enemy's getaway boat. When Chang saw that it was the Russian freighter Nefrit that belonged to Hotel Moscow, he hid his surprise but then stated that he remembered that the ship belonged to the Bougainvillea Trade Company.[14]

The next day after the Lagoon Company began searching for information in town while the mercenaries hid in Roanapur, Chang was in his office at the Hot River Film Company with Biu Yuyun. Standing at his side, Biu told his boss that an informant had reliable information on where the assassins were taking refuge. With Chang busy in thought, Biu asked him if they should make a move since he had men mobilized and ready to follow the order to storm the area. After his thought, Chang decided to call the Lagoon Company office. When the Lagoon crew picked up the phone, Chang informed them that Jake's hideout had been found, and he sent Shenhua, Leigharch and the Albondigas Brothers to aid Revy.[44] The subsequent day after their raid only resulted in the three brothers and two of five enemies being killed, Revy and Shenhua visited Chang at his office to review the attack and clues. As Revy told the Triad boss about the origins of the firearm casings, Chang examined the caltrops and shuriken and was baffled at the whole situation.

Accepting responsibility for her failure, Shenhua spoke with Chang in Cantonese, clarifying that she had underestimated the enemy and split her forces. When she added that she would have taken off her high heels had she known that her ninja opponent was so skilled, Chang remarked that he did not doubt her story and agreed that he felt a shiver down his spine. Looking at the OMC logo on the shuriken, Chang said that the letters seemed like they originated more from a toy company than someone's initials. After the two women left, he continued to ponder on the letters on the weapons. At the Roanapur harbor at 6 p.m., Balalaika stood alone on the docks to meet with Chang. Arriving, he joked about her being stood up and recollected how he sent people to deal with those who attacked his tanker, adding that the getaway vehicle's ship had weapons from Hotel Moscow.

Replying that the would-be assassins' plans were full of holes and somehow had clues of Hotel Moscow at every step, Balalaika brushed off the accusation since her group was not foolish, and Chang agreed that Balalaika would not try something so short-sighted and that the situation was likely a trap to frame her. When Chang guessed that the attackers would try to kill Balalaika after their failure, she nonchalantly agreed, slight surprising him. She then confirmed that the sniper who tried to kill Chang was a former paratrooper in her military unit. Recognizing that Hotel Moscow was going through an internal power struggle, Chang recommended that she let the Triad take care of Stan instead. Laughing at his offer, Balalaika rejected his offer since she wanted to end her own comrade's life and be the only one who could give him peace. As the twilight faded, he permitted her decision and greeted her goodbye with a hand-wave.[45]

Later after Shadow Falcon "disguised" himself as Rock, he went to and stood in front of the Hot River Film Company building, soon entering the lobby. His disguise worked, as the guards greeted him and the receptionist recognized him, telling him that he could visit Chang by taking the elevator to the highest floor. Unknown to him, Chang earlier contacted his guards to let any suspicious individuals into the building and act like they were welcome. When Falcon got to the office, Chang's five bodyguards pointed their guns at him but then lowered their weapons, telling Chang on the intercom about his arrival. As Falcon walked through the building, the various employees laughed after he left each area due to his unusual ninja clothing. Immediately, Chang greeted the man as Rock, then quipping by stating his ninja name, shocking Falcon. Falcon asked him how he knew his name, and Chang answered that he was a fellow ninja, showing Falcon a box with the OMC logo that was on Falcon's weapons. Awed by Chang's alleged master ninja rank as well as his ownership of a rare item, Falcon bowed deeply to Chang in respect.

Accordingly, Chang commended him for being able to "sneak" past his guards and confront him, even forgiving him for attempting to kill him not knowing that he was a master ninja. Continuing his role-play, Chang granted Falcon the title of Shadow Greater Ninja, exciting Falcon in addition to Chang giving him his new mission to go to Hong Kong and pledge his service to Chang's "master" there. After Falcon left the office, Chang called the Triad leader Zhuang Dai-Long to inform him about Falcon's arrival and new membership in Hong Kong, adding that Falcon should not take any jobs involving disguise. When he hung up, Biu Yuyun asked his Elder Brother Chang if he could send Falcon to Hong Kong in good faith, but Chang replied that he could not let Shenhua kill Falcon, declaring that it would be a while until Shenhua calmed down. Chang also revealed to Biu that Falcon was a customer of OMC, a business run by the Triad's New York branch, and bought all of the company's items, which were created during the kung fu cinema boom in Bruce Lee's time. As the two Chinese men joked with one another, Chang affirmed that he would let Hotel Moscow deal with Stanislav, whom Balalaika soon successfully killed.[15]

Ballad of the Sinful Wizard[]

In the second light novel Ballad of the Sinful Wizard, Chang was concerned about the presence of the Fujianese crime syndicate Budaibang in Roanapur, not wanting further international attention to be focused on Roanapur. When Shadow Falcon was sent back to Thailand from Hong Kong, Chang assigned Falcon to infiltrate Budaibang.[46] A little bit after the recent fight at the Yellow Flag involving Tricia O'Sullivan, Lotton and two Budaibang gangsters, he visited the Lagoon Company office. Sitting on the sofa, Chang explained the background of Budaibang's founding and their desire to get the American Tricia to marry the leader's grandson. He then elaborated that he had a spy inside Budaibang who found out that Budaibang discovered Tricia's recent presence in Roanapur via a tip from a U.S. government agency, most likely the NSA. Recapping Tricia's journey to Roanapur and the threatening letter sent to the O'Sullivan family, Chang also reminded everyone of the NSA's recent clash in Roanapur with Roberta of the Lovelace Family, adding that he talked to a CIA agent who used the Rip-Off Church as a mediator and told him to aid the NSA.

When Rock tried to clarify that the Rip-Off Church only acted as mediator between Lagoon Company and the NSA to help Grey Fox, Chang interrupted him by advising him not to underestimate Sister Yolanda. Deducing that the NSA would not simply let go of their grudge against the CIA with the assumption that they led them into Roberta killing several Grey Fox soldiers, Chang surmised that the U.S. would not want two agencies under the same bald eagle fighting with each other. Curious, he then asked Rock and Dutch what they thought of the CIA using Roanapur for their plans. Discussing Lotton's involvement in taking Tricia, Chang stated that Lotton had an alibi for not being his CIA contact since Shenhua backed him up. Apologizing for the length of their conversation, Chang informed them that he would be happy to pay them if they could figure out who the abductors were, leaving the office.[47]

Subsequently, both Revy and Shenhua searched for Lotton so that they could find Tricia on behalf of Chang.[48] A day later, Balalaika finished a conversation with Rock about his mission and then dialed a private phone number, speaking to Chang and asking if he was all right. Confirming sarcastically, Chang jokingly asked if she was still thinking about "their debauchery last night." Being blunt, Balalaika forwardly asked Chang if he was the one responsible for putting Rock in his situation, making Chang confirm with a fearless laugh. Knowing about Chang's curiosity, Balalaika told him that he was not the only one who had an interest in Rock and his gambles, nonetheless remarking that she wanted Rock to be a better villain. Asking Chang why he did not get rid of the CIA himself, Chang answered that if the CIA were to take over Roanapur, then they might as well befriend them.

Albeit Balalaika's hesitancy regarding his reasoning, Chang reminded her that Roanapur was a town that accepted the hated and rejected, just as the city accepted her and her fellow ex-Soviet rejects. When Chang stated that he trusted the judgment of right versus wrong to Roanapur's denizens, Balalaika questioned him as to why he trusted the "yaponski." In response, Chang told her that his name was "Rock," not his former Japanese self "Rokurō Okajima," and likewise Chang was no longer Chang Wai-San. He finished by saying that he had no interest in Rock, adding that he had a guest to greet.[49] Hanging up the phone, he gave his full attention to the tailored-suit Zeng Kemin, Tricia's fiancé and the grandson of Budaibang's leader, apologizing for the unexpected call. The Triad leader then sarcastically asked the young man if he really came to him on his own accord given the Zeng family's differing policy regarding the matter of how to rescue Tricia.

Answering that he heard that Chang ran Roanapur as if it was his own garden, the grandson rhetorically elaborated that it was natural to ask the garden's caretaker for help. Comparing the younger and elder Zeng, Chang thought to himself that Shuntian grew up in hard times whereas Kemin had grown up in peaceful times, noting Kemin's preference for negotiation over bloodshed. Wondering about Kemin's next move, Chang asked him if Budaibang would lose face for asking his help, and Kemin replied that they could not lose face to others considering the trouble that Budaibang's presence had already caused for Roanapur. Respecting Kemin's strong sense of duty, Chang welcomed Kemin to Roanapur and ordered him to leave Tricia's safety in the Triad's hands.[50] Accordingly, Chang called the Lagoon Company and learned that they had secured Tricia, so he and his men decided to go to the Lagoon Company dry dock to retrieve her on Budaibang's behalf.[51]

Once arriving at the dry dock, Chang and his men saw that Lotton had taken Tricia to the top of a derrick crane and was fighting Shadow Falcon, who was also tasked with getting Tricia for the Triad. 70 meters below in the nighttime rain, Chang witnessed the fighting with Revy and was impressed that they were fighting so far above the ground. A Triad gangster asks his boss if he should start shooting, but Chang advised against it since a sudden gunshot could scare Tricia enough to lose balance and fall off the crane. As the fight showed no progress, Chang remarked that Falcon made no big moves since he could not focus on both his beam balance and looking through Lotton's line of fire. Accompanying Chang and the Triad, Kemin was displeased with the fight's static state as well, impatiently urging Chang to rescue Tricia while the two fighters were distracted. Chang replied that they needed to wait for the weather to clear before interfering. Since Chang remained silent, the worried Kemin took off his jacket and handed it to Chang, running towards the derrick crane without giving Chang the opportunity to stop him.

Slightly worried that Kemin's possible death could lead to war between the Triad and Budaibang, Chang nevertheless let him go, arguing that recklessness was a privilege of the youth. Turning to Revy, he asked if Tricia and Lotton were truly attached to each other, but Revy shook her head.[46] In the end, the fight ended in a draw with both Lotton and Falcon falling off the crane and Tricia voluntarily deciding to marry Kemin instead of crushing on Lotton. Elsewhere once the deal between Budaibang and the Triad went through, Chang learned about a man, Gibert, who tried to attack Rock when he bluffed about ransoming Tricia. He informed Rock that he would clean up the mess in a few days, concluding that Gibert was just a street thug and had no intelligence connections.[52]

When Sawyer the Cleaner took an unusual job for procuring a corpse, Shenhua advised her that she could inform Mister Chang if they felt off about the suspicious client.[53] In another story when Sawyer was briefly detained at the Roanapur City Police Station, she was able to go free due to her connection to Mister Chang.[18]

When Chang was given responsibility to guard a Hong Kong actress who was the mistress of a powerful executive in the Triad, he summoned Shenhua, Sawyer and Lotton to his office. Apologizing to the three for calling them on such short notice, he introduced them to the beautiful actress, Ma Yanlin, sitting next to him, saying that he had been taking care of her at home between overseas locations. As the actress smoked a long tobacco pipe, Chang clarified that Yanlin was returning to Hong Kong the next day but wanted to explore Roanapur during her remaining time. Hesitating in surprise, Chang stated that Yanlin specifically wanted the lady-killer Lotton the Wizard to serve as her escort. Shenhua dropped her jaw in shock, but she quickly covered her mouth to hide her surprise. Although Chang informed them that he originally advised her to take three people with her, he elaborated that she saw Lotton in public the previous night while having dinner and took a particular liking to him, adding that wishes from the home would be granted as much as possible.

Getting up from the couch, Lotton's coat billowed upward as he knelt down to Yanlin, telling her that he would risk his life to protect the "princess." Smiling, Yanlin greeted the Wizard and left with him as Shenhua awkwardly asked Chang about Yanlin's background and what she and Sawyer should do. Smoking a cigarette, Chang replied that Yanlin was a business interest, and he was ultimately responsible for her safety. Pointing at them and telling them that they would be in trouble too if she fell weak to danger, Chang reminded them that they knew Lotton best. In the end, Yanlin had used her acting skills on Lotton to film a slapstick comedy film as she traveled with him, and the actress safely returned to Hong Kong to Chang's relief.[54]

Volume 5[]

In Roanapur when a Chinese herbal pharmacy was destroyed by an explosion resulting from a clash between two Chinese attackers and a young Chinese girl protecting a young Chinese boy, the elderly Chinese storeowner told the boy that he should see Mister Chang if his disturbance was related to his home country. As the attackers tried to attack Sawyer and the storeowner, Shenhua arrived to aid them, and she clarified to the storeowner that the Triad assigned her to keep watch of the attackers who had left China, and quickly the attackers were killed and the boy and girl left the scene.[55]

Volume 6[]

After a Hong Kong Police detective had arrived in Roanapur to get revenge on the gangsters who attempted to kill his family in a home arson, the detective killed four of the five men, but he got shot in the back by the surviving attacker. In the chaos, the attacker was killed by Shenhua before the detective's daughter, Lai Faa, could shoot him per her father's dying order. Sometime later at his office, Mister Chang finished a phone call, thanking the caller for their hard work and telling them to leave the daughter alone. As he placed down the phone, a Triad member informed him that the men that they had stationed at an apartment had been sent home, adding that the other Hong Kong gangsters' bodies went to the cleaners. Curious, the assistant asked Chang if he knew the detective who got killed. Pulling out a cigarette, Chang confirmed and elaborated that he knew the girl's father a long time ago when they worked together, smiling and stating that he was treated to breakfast and accordingly felt obligated to repay his debt to the detective much later.[13]

Relationships[]

Balalaika[]

He has a deep respect for Balalaika (more so than any other boss in Roanapur), who annoys him by referring to him as "Baby"; Chang refers to her as "Fry Face" in return, a comparatively non-affectionate nickname. Their relationship is almost playful in a business sort of way, which began after they survived the shootout with each other in 1993. The deal between the Hotel Moscow and the Triad that was brokered by Dutch following the shoot-out appears to be the basis for Roanapur's continued prosperity, as Chang had trouble keeping the city's various violent factors in check while Balalaika and her forces were in Japan during the "Fujiyama Gangsta Paradise" arc.[26]

There also appears to be a deeper relationship built on what Balalaika refers to as "profit and trust," since the two characters meet in private on several occasions to exchange information, keeping each other in the loop and inviting others in only when necessary. In the OVA, Balalaika forgoes fighting against the American soldiers (something she admits to wanting very much) and instead supports Chang's plan to help them take out Roberta away from the city, in order to preserve it.[33] This suggests a deep trust and partnership between the two.

Rock[]

Chang and Rock have an antagonistic relationship, especially after the events of the OVA. Chang seems to view Rock as a hypocrite, the one thing he really hates, presumably because Rock lives "in the twilight," between "good" and "bad." Rock, on the other hand, seems to have Chang wrong; he considers him a "gangster," who only cares about his drug trade, and believes that Balalaika is acting to gain the upper hand over Chang in the OVA,[56] when in fact she is going against her own desires to work with him and keep Roanapur standing. Chang is often amused at Rock's "unique" way of handling things, once commenting that Rock's actions will determine the fate of not only Garcia and Roberta, but of Roanapur itself.

Eda[]

He may have a slightly adversarial relationship with Eda (although he does not know it), as seen by his conversation with her concerning Grey Fox. He got irritated when she taunted him while suggesting that he not do anything foolish, as it would mean the destruction of Roanapur at the hands of the United States. He referred to Eda as "Mr. CIA" on the phone and called her a bureaucrat, showing that he did not know he was speaking to a woman or that she was in Roanapur.

Revy[]

Both Chang and Revy use a unique double-handed gun-slinging style, leading to speculation that Chang served as Revy's coach or mentor at some point in the past, or at least inspired her to dual wield. She has great respect for Chang, whom she refers to as "Boss" or "Sir." Chang and Revy are seen fighting side-by-side while in the respective roles of mentor and student during the "Goat, Jihad, Rock'N Roll" arc. Chang offers pointers and advice while Revy, in turn, admits that she is "not yet on [his] level," which is her goal.

  • Black Lagoon creator Rei Hiroe has stated in different interviews that Mr. Chang is based on characters commonly played by Chow Yun-fat in John Woo movies,[6] such as John Lee in The Replacement Killers, Ah Jong in The Killer, Hui Man Keung in The Bund, and Mark Gor in A Better Tomorrow. Similarly, both Chang and Gor are members of a Chinese Triad, wield two pistols in shootouts (although Mark Gor used a Beretta 92FS), and don similar attire.
  • In the first popularity poll released during the May/June 2008 issue of Monthly Sunday Gene-X, Chang ranked 3rd with 433 votes. Among male readers and readers in their late teens and 20s, he ranked 3rd. Among female readers, he ranked 4th, and among readers in their 30s, he ranked 5th. Among readers ages 40 and over, he ranked 6th.[57]
  • In a popularity contest during the 10th manga collection release, Chang ranked 4th with 1,293 votes.[58]
  • In a popularity contest during the 12th manga collection release, Chang ranked 4th again with 1,509 votes.[59]
  • In a best couples contest, Chang and Balalaika ranked 2nd with 239 votes irrespective of partner order. With Chang as the active partner, he and Balalaika ranked 4th with 100 votes. With him as the passive partner, Chang and Balalaika ranked 2nd with 139 votes.[60]
  • Chang is the first and only male character to be the cover character on a Black Lagoon volume, being featured on the thirteenth volume.
  • According to the anime settei, he is the same height as Balalaika.
  • In the German manga localization, his name was changed to Zhang, which is the pinyin spelling of his name. Other languages, including the original Japanese, use Chang, which comes from the Wade-Giles romanization system.
  • In the first light novel Shaitane Badi, Chang carries a Classic Dupont butane lighter.[14]
  • There was a real Hong Kong police officer, Anthony Chung, who joined the Sun Yee On Triad; however, unlike Chang, he asked the cops for protection in exchange for identifying the Triad's leader.
