Paula (パウラ Paura) is an intelligence officer and the mistress of President Duarte. On the president's behalf, she kept an eye on her boss Melgar, the head of the Intelligence Bureau in Peru.

Paula is a young Hispanic woman with a skinny build, pale skin, and short black hair. She wears a long-sleeved black top, dark-colored jeans, and white shoes.

Little King of The South[]
In her career as an officer of the Intelligence Bureau, she first worked under Melgar and helped him spy on people and gather domestic intelligence. To her shock, several of her colleagues died in one mission and she got out alive, but Melgar had not attempted to save her or their fellow officers. As a result, Paula began to bear a grudge against him and wanted revenge.[1] In her ongoing relationship with President Duarte, she asked him to grant her the opportunity to take over Melgar's position,[2] which he permitted since he also held suspicion toward him for disobeying orders.
On the day that Eda and Jaden traveled to a town to contact left-wing guerrillas who agreed to assassinate the president on the opposition coalition's behalf, Paula met up with Melgar, who was spying on the two CIA agents. Being ordered to return to headquarters, she asked what she should report to the president, to which Melgar replied that the situation would more likely work in their favor if they let it brew. Agreeing to the order, she sped off on her motorcycle. That same night, Paula returned to the presidential hall to President Duarte's living chambers. There, she took a shower and then put on a robe before talking with the president. Learning that Melgar went alone, the president said that he did not trust Melgar due to his discreteness. As Paula climbed onto him, Duarte asked if she had found any connection between the left-wing guerrillas and the CIA. Replying that she could not say for sure, she believed that they were in contact. Accepting the situation, Duarte advised her to keep watch of Melgar and avoid falling for his tricks, and they subsequently engaged in sexual intercourse.[3]
The next day, President Duarte carried out a self-coup to illegally remain in power, ordering General Tovar to use the military to control people's movements and kill the guerrillas and collaborators. On the other hand, he ordered Melgar and the Intelligence Bureau to capture the CIA agents and the guerrillas' intermediary and also find evidence that the U.S. was connected to the guerrillas.[4] Not long after Eda, Enrique and their respective associates left the guerrillas' hideout, Melgar and his subordinates raided the place. In the garage, Paula and her superior discovered the bullet-ridden Mercedes that Eda's group used to flee past a military checkpoint. As she examined the bullet hole-riddled vehicle, Melgar assessed that the Mercedes belonged to the CIA. Her superior then told his team that the enemy could not use the main road if they wanted to avoid the checkpoints. With that in mind, he shouted the order to hurry up and move fast so that the reputation of the Intelligence Bureau could be restored.
Soon, Paula received a report about the firefight between Eda's group and a military Jeep from an on-duty guard unit, informing Melgar that it was a van fleeing the scene to approximately the outskirts of Cobian. She wondered if they were CIA, but Melgar claimed they could not know yet. He realized that the enemy was escaping toward the mountains, so he ordered everyone to split up into three units and surround the area.[5] Accordingly, Paula, her boss and another associate drove to the base of the mountain, where they discovered Celino and Luciana's completely destroyed vehicles. As her fellow officers examined Luciana's van, she suggested that they split up and also travel on foot to pursue their enemies because there were only a few foot routes. Though she added that the enemy had civilians among them, Melgar claimed that the CIA are just businessmen, not the Delta Force or Marines.
Paula replied that it would be easy to catch up with them since the enemy had little mobility, to which Melgar responded that their associate Víbora would be able to catch them. Right after the hunter sprinted up the hill, she rhetorically asked if the military wanted to get rid of the "troublemaker" Víbora, causing Melgar to comment that he was useless for military operations but perfect for hunting. Before they followed their comrades, her boss recalled that he took Víbora from the military specifically for a situation like theirs.[6] The next morning, while in Monzó near the country's eastern border, Paula briefly departed from her group, claiming that she wanted to shop for some things. Inside a shop, after purchasing some items, she used the payphone to secretly call President Duarte, telling him that she and her officers were in ambush in Monzó. She explained that Melgar told her the enemy would come to the area, promising to report back to him later.
As she left the store, she saw a disguised Eda walking on the other side of the street, causing her to hide. Deducing that the woman fit the profile of one of the CIA agents, she quickly reconvened with Melgar and relayed the sighting to him. As a result, the intelligence officers quickly drove to the shop and surrounded the place, ordering the American woman to come out and surrender. As they waited for a response, Paula heard Jaden's car speeding toward them, prompting her to take cover as Enrique engaged in suppressive fire to cover Eda's escape. She shot at them, but the enemy escaped their range, so they quickly got into their vehicles to pursue them.[7] During the car chase, she sat in the back of the van as Melgar's associate tailed Jaden's car. However, the enemies had successfully fought off Víbora and pushed the hunter out of the back. Víbora crashed on and bounced off Celino's windshield, causing the car to unintentionally swerve off of a cliff, killing the two men inside.
Though Lobbe urged Melgar to stop for a brief moment to pick up Víbora, he rejected the idea, reasoning that they could pick him up later. For a short period, they followed Jaden's car and quickly detoured onto a side road after realizing that the enemy took the route to throw them off. As they got closer to the border, Melgar's driver stopped the van a distance away upon noticing that the border was blocked by the military, with the soldiers stationed on the road to cut off the CIA agents and guerrillas. As the male intelligence officers wondered what would happen, Paula pulled out her pistol and immediately shot Lobbe and the driver, killing them both.
Pointing her pistol at Melgar's head, she admitted that the president gave her the opportunity to cut him loose. Additionally, she sternly claimed that Melgar was so self-righteous that he was willing to get his subordinates killed, professing that she would fulfill her grudge against him. Remaining calm, Melgar responded that he had told her many times that there was no way to save her and never meant to abandon her and her fellow officers. As soon as he apologized, he immediately jumped out of the passenger seat and ran into the field. Though Paula shot at him, he missed and managed to flee alive.[1]
About a day later, the president was forced to end his self-coup and negotiate with the CIA and the U.S. embassy to remain in power. After the meeting's end, Paula witnessed General Tovar's fury as the military officer left the presidential hall in anger for the president's decision to call off the military's attack against the guerrillas. Addressing President Duarte, he repeated that Tovar was quite furious, to which Duarte responded that a mere soldier did not know how to run a country. He then ordered her to keep an eye on the general especially if he did any unusual activity, also asking if she dealt with Melgar. Paula admitted that she was unable to kill him, adding that she was working on it but could not find any trace of him. Demanding that she eliminate him quickly, President Duarte reminded her that he gave Melgar's position to her, so she agreed to show that she was truly qualified.[2]
