Percy (パーシー Pāshī) was an informant and drug dealer who distributed the Metro-Dade Police Department's seized drugs in an asset forfeiture scheme, giving a share of the revenue back to the police. When the police turned against him, he called in the CIA and claimed to have information relating to Cuban intelligence as a tradeoff for protection.
Appearance[]
Percy was an adult Caucasian man with a skinny build, pale skin, and short light-colored hair. He wore a dark-colored jacket over a white shirt, dark pants, and white shoes.
Eda Initial Stage history[]
In Dade County, Florida, Percy would receive the drugs seized by the Metro-Dade Police Department (MDPD) and stored them as well as extra money in a storage locker at a train station. From time to time, he frequented Club Social in Miami and was a client of the escort Rona Hunt, whom he visited occasionally and even brought her to the train station one time.[1] At the same time, he also kept small, ineligible notes on names and places supposedly related to his contacts in Cuban intelligence.
MIAMI VICE[]
When Percy held onto some drugs and money for himself without his associates' knowledge, Sommers, the chief of the MDPD, had enough of Percy and decided to cut him loose. In response, Percy sought out the CIA's protection in exchange for selling information to them pertaining to contacts with Cuban intelligence. When he went to a motel room to meet Eda there, Sommers's group of police officers seized him and began beating him to interrogate him. Soon, Eda knocked on the door and pretended that she was there to make a deal, being held at gunpoint as soon as she entered. Having a gun held to his head, Percy listened to Hancock ask him if Eda was a call girl. Bursting into laughter, Percy warned Hancock not to talk to her like that, claiming that she was from the CIA. The men expressed surprise, and Percy proudly confirmed that he brought her from her headquarters in Langley, Virginia. Though the cops became on edge upon hearing the allegation, Sommers glared at Percy and advised him to call in the FBI next time, not believing his story because the CIA supposedly was not authorized to conduct domestic intelligence. Panicking, Percy retorted that it was just a front and reminded him about the Watergate scandal, to which Sommers only questioned how a "scumbag" like Percy would even be connected to the CIA. When the doorbell rang, Percy exclaimed that he did not know who it was. Stokes answered the door to tell Amber Whinberry to leave, but she broke through and aimed her gun at the cops to make them surrender.[2]
Immediately, a gunfight began between the two women and the five cops. Using the distraction, Percy tackled Hancock and wrestled for his handgun, successfully stealing it from him and almost shooting Sommers in the process. As he began punching Hancock repeatedly, Sommers prepared to kill him until Eda shot at the police chief, startling Percy. He looked up confused as Eda ordered him to run out the door, so he darted out of the room, running into the railing and falling onto a car roof below. Percy quickly entered the vehicle as Eda and Amber followed suit. As they escaped though, he was shot in the abdomen by one of the officers, fatally wounding him. When Amber finally noticed that he got shot and was profusely bleeding, Percy with his last breath muttered Rona Hunt's name and the importance of finding the "boy," dying soon thereafter. Subsequently, Amber found the key around his neck and found out about its purpose, and she and Eda dug him in a shallow unmarked grave near a small empty farmhouse.[1] After the two women spoke with Hunt the next day, they went to Percy's storage locker, finding his drugs and money. Once they tricked and captured Sommers, Eda and Amber were guided to Percy's house, where they found a hidden piece of paper with important names. To their dismay, the paper and the documents that Percy possessed contained nothing of value, making their mission conclude in failure.[3]
