The Roanapur City Police (Thai: ตำรวจเมืองโรอานาปุรั; Japanese: ロアナプラの市警 Roanapura no shikei), also known by its acronyms RCP and RCPD, is the police force in Roanapur, Thailand. They are based at the Roanapur Police Station (Thai: ตำรวจสน.โรอานาปุรั).

Structure[]
The Roanapur City Police, whose current leader is Chief Watsap, are overseen by a government commission and have to answer to the Royal Thai Police headquarters as well as inspectors from the disciplinary board.[1] In emergencies, the police can call other forces of the Royal Thai Police, but Roanapur officers avoid calling for outside help since government organizations would immediately see the corruption rampant among the Roanapur Police and sack them.[2] The Royal Thai Police in the city are Roanapur's branch of the Crime Suppression Division (Thai: กองบังคับการปราบปราม) used for investigating and combating various criminal offenses and/or threats to the city.
Uniforms and equipment[]
Roanapur's police officers are seen with two different types of hats, with officers of high-rank or those at the police station wearing Royal Thai Police peaked caps, and the remaining patrol officers wearing rounded traffic helmets. Besides the headgear difference, all officers wear tan double-pocketed police uniforms with police duty belts that include a standard-issue handgun holster on the right hip. The RCP's cruisers have the station's insignia and "Roanapur City Police" painted in English on the side. Some police automobiles also display the Crime Suppression Division insignia, as seen during the tense peak of the bounty hunt for Hänsel and Gretel.[3] Throughout the series, Roanapur cops are frequently seen with pistols, revolvers, and rifles. In the police station's armory are various shotguns and seized weapons such as rocket launchers, and they are also armed with typical riot gear like shields and riot helmets.
Location[]
The Roanapur Police Station is three floors high, and the exterior has signs in English and Thai. Additionally, the front entrance has two glass double doors. On top, the roof has a few ventilation systems and is adorned with several flags (including the Flag of Thailand and the RCP flag).
Black Lagoon history[]
The Roanapur City Police are Thai citizens who essentially serve as another crime syndicate in Roanapur, distinguished from other groups by having state affiliation. Watsap forces the city's smaller criminal groups to pay tribute to the police in turn for allowing them to commit crimes so long as they are out of sight and do not gain the attention of civilians or outside forces of the Thailand government.[4] Larger crime syndicates like the Hong Kong Triad and Hotel Moscow, on the other hand, merely have to cooperate with the police at times as part of maintaining the city's balance and avoiding friction.[5] Individual officers are not inherently untouchable, as Balalaika once disappeared three police officers whom she found incompetent.[6] Watsap in particular likes to vacation and play golf rather than solve crimes. While in Thailand, a U.S. Army captain once remarked that Roanapur prostitutes' best customers were the police.[7]
Calm down, two men[]
While Chief Watsap was playing a round of golf, Revy negligently discharged her firearm in an argument with Rock, forcing Watsap to quit his game and investigate the gunshot. He and his men soon saw that she was responsible, remarking that he was not surprised that she was the culprit. Revy told him to back off since the Lagoon Company paid him stipends (bribes), but Watsap replied that he did not care what she did so long as it was out of sight, pointing out that the gunshot was heard by public ears. Saying that there was paperwork required to fill out, Watsap had Revy and Rock enter a police car. Revy told him not to steal their car while she was gone, but Watsap retorted that he did not want her "crappy car," and the cops drove the two pirates to the police station.[8]
Bloodsport Fairy tale[]
When two Hotel Moscow soldiers, Private First Class Sakharov and Corporal Menshov, were murdered at night in a massacre, the Roanapur City Police cordoned off the scene at the Caribbean Bar. In the morning, Watsap allowed Balalaika and Boris to investigate the scene. Watsap told Balalaika the details of the murders based on a sole survivor's testimony, relaying to her that it was two twin children who carried one of her Bougainvillea Trade Company business cards. He stated that the twins were Caucasian but not of an English-speaking country, adding that they used the phrases "Soră mea" and "Buona sera." As Balalaika left the crime scene, Watsap asked her if the cops could get in on Hotel Moscow's $50,000 bounty reward as well, but she did not acknowledge him. While in her car, she told Boris that she despised Watsap's character.[9]
Later when Hänsel and Gretel attacked Verrocchio's office and killed some of Mister Chang's Triad men, Watsap went to the scene to question him about the incident. To divert the police chief's attention, Chang gave him false information to keep him away from the twins' approximate location so that Balalaika could kill the twins, with Watsap and the police force driving to a different area.[5]
El Baile de la muerte / Roberta's Blood Trail[]
When it was rumored that Roberta returned to Roanapur, Watsap wanted to confirm her presence, but he was on vacation with his wife and child at Ko Samui, so he had Saensak call Dutch at his office frequently to ask about any sightings.[10] In the anime, Watsap was briefly seen at the police station rather than being on vacation.[7] Some day later, after returning to Roanapur, he closed off the city's arterial streets when the fighting between Roberta and Grey Fox began.[11]
The Wired Red Wild Card[]
Chief Watsap was away on business, so he placed Lieutenant Saensak in charge of the station temporarily.[1] Saensak was about to relax for a day and spend time with a girlfriend when he got a call about a gunfight at an internet café, so he and several cops drove there to put an end to it. Park Seung wanted to enter the place, but Montero ordered him to hold back since the police arrived, who would arrest or even kill them if they interfered. Inside the café, the annoyed Saensak saw that Revy and Rob were responsible, angrily telling the pirate that her public disturbance ruined his plans for that day. Consequently, both gunslingers were arrested and driven to the station.
Arriving at the station's jail, the officer Sanpin kicked Revy into a cell next to Rob's. Revy angrily demanded to see a lawyer and wanted her dual Cutlasses back, but Sanpin told her to try contacting one through sheer will. While in her cell, Revy insulted Rob continuously as he tried to question her, so he sang a loud folk song to annoy her, and another cop did not hear the singing since he had headphones on.[12] Meanwhile, Rock and Feng Yifei met with Eda and Rico to discuss intelligence as well as Eda confirming a plan to break Revy out of the RCP Station if Rock could not get her out. After Feng revealed that the money-laundry machine was offline, Eda recommended that they go to the Roanapur Police Station to use the police's database to access the internet alongside freeing Revy.[13]
Accordingly, Rock and Feng visited the station to use the station's database to continue retrieving the data from Zamid Dhiyab's account. In Saensak's office, Rock offered some money as a bribe, but Saensak was suspicious because he did not want any trouble since he had to answer to Watsap. Nonetheless, Saensak begrudgingly allowed the two to access the police station's data room, adding that the traffic guy was on break until 2 p.m. and telling Rock that he would end up in an unfortunate accident if he tried anything funny. Rock also wanted to visit Revy, but Saensak replied that they could only do one thing at a time.[1]
When Park Seung suddenly attacked the police station with his machine gun, Saensak freaked out and ordered Beam and other officers to rush towards the armory and seize weapons to defend against the onslaught. When Seung said that he wanted Feng, Saensak hurried to the data room and drew his revolver on Feng, frantically saying that she had to go. Rock dissuaded him by saying that the police commission would find out that Saensak let them in the data room without proper authorization, which would ruin his life. With the latter still hesitant, Rock also reminded him that he had an expert gunslinger (Revy) in lockup, convincing Saensak to let her out to defend the station. Immediately after being freed from jail on the condition that she would stop Seung, Revy got her Cutlasses and killed the unarmed Rob.[2]
Meanwhile, the police formed a larger shield with their barricade shields to attack Seung, firing an RPG at him, but Seung blew up the rocket before it could reach him, blasting the cops backwards. When that failed, Saensak organized the remaining officers to go to the elevator to launch a surprise attack against Seung on another level. While Revy fought off Seung, Feng finished burning the bank and money-laundry data onto a disk, and Rock told the concerned Feng that Revy would certainly save them.[14] Eventually, Revy successfully lured Seung onto the second floor near the elevator, where Saensak and co. opened the door and used all their firepower on Seung, killing him.[15]
Upon Seung's body being blown apart in the hallway, Saensak leaned over Revy, who told the lieutenant that he should be thanking her, but Saensak reminded her that he let her out in the first place, and the police officers began to clean up the area. Outside the police station, Montero was waiting on a rooftop opposite the station armed with a sniper rifle to murder Feng, but Eda sneaked behind him and smacked him off the roof with a baseball bat, killing him.[16]
L'homme sombre[]
When tall Black men were suddenly being assassinated in Roanapur, the police cordoned off various crime scenes and investigated some of the murders.[17]
Where the Chips Fall[]
Balalaika opened a new casino on Yatchalaya Street and invited various head honchos and groups in Roanapur, including Chief Watsap, to attend the vibrant opening night event. Likewise, accompanying Watsap inside the casino were several other RCP officers.[18]
Gore Gore Girl history[]
Volume 1[]
In Volume 1 of Dismemberment Galore! The Gore Gore Girl, Sawyer the Cleaner was put into a jail cell at the police station to await questioning for being in a pile of corpses. As her voice box was broken, she could not communicate with the officers. Saensak told her to stay put until he could identify her, adding that he would let her know her status as soon as he found out what happened. While in her cell, Sawyer fell onto her side clinging to her knees, and the man in the next cell tried to converse with her by talking about his love for traveling and his own work as a smuggler and how he ended up in a cell due to a rare failure. As Sawyer remained silent and noticed a cockroach while she listened to the voice, the man began to have a great stomach pain and yelled in agony, annoying a nearby officer.
Several police officers then check on the man to see if he was faking his unbearable pain, and Saensak suddenly opened Sawyer's cell, telling her that she was free to go. Remarking that he was surprised that Sawyer was connected to Mister Chang, he decided not to question further since Watsap was still on vacation. While Sawyer exited her cell, Saensak asked about the ruckus in the next cell, finding out that the man had put a cocaine bag into his stomach, but it burst and spilled inside his body. Wondering who would clean up the mess, Saensak told Sawyer not to show off and leave the station. As she walked past an officer, the same officer turned his toward her with a small proboscis hanging out of his mouth, asking her if she liked traveling. Her eyes widening, Sawyer realized that the voice from before was the cockroach, who used the man to smuggle cocaine and was now using that police officer.[19]
Volume 2[]
It was revealed that Roberta's massacre at the Yellow Flag was so notable that the Roanapur City Police had to come by and investigate the scene.[20]
Volume 4[]
A special key was given to the police by Balalaika so that the key could be stored safely in their heavily guarded evidence room. Unknown to them, Balalaika also gave them the key since anyone who possessed the key would die due to a curse. Somehow, the key had been stolen, so three officers went through town to look for it. At the Yellow Flag, they discussed the possible whereabouts of the key with each other, not knowing that Sawyer had recently gotten the key and used it as a stylish earring. Later, after Sawyer killed several men who had tried to get the key at her workplace, two of the cops went to the scene and saw the bodies covered in sodium hydroxide, having to cover their noses due to leftover gas.
As they deduced that one of the city's cleaners had somehow gotten the key, the third cop interrupted them that a goth woman was spotted with the key engaging in a street brawl, so the officers followed him. On the street, they found Sawyer cutting apart one man and then noticed two other men running toward her. Watching Sawyer kill the other men, they noticed her key earring, realizing that it was what they needed and decided that they should kill Sawyer since there were no witnesses around. Unfortunately for them, Sawyer had evaded the police and Balalaika interfered to disappear the three police officers.[6]
Volume 7[]
In one story, it was shown that a couple of RCPD officers collaborated with several gangsters in a crime syndicate. On one morning, the high-ranking gangster Marco was supposed to meet with a comrade, Elio. While he spoke with an RCPD officer with whom he collaborated, Marco was accidentally shot by him, becoming greatly wounded and entering unconsciousness. Knowing that the gangster was going to die, the officer detained Sawyer the Cleaner and promised to free her if she would help him dispose of Marco. From then on, the two were put in the backseat of the police car, with Marco being covered in blood and only barely conscious, coughing up a little blood. As the cop drove, he saw a cat on the road and had to swerve, crashing into a tree and causing the gangster's body to fly toward Sawyer, spilling his blood onto her.
To the officer's worry, a fellow police car arrived at the scene seconds later. The other officer asked him if he was all right, which the terrified cop nervously affirmed and stated that he was trying to avoid the cat. Relieved, the patrolling cop remarked that he wanted to make sure he was okay. Remembering something, the cop informed the driver that a leader from the syndicate they were working with had asked him about the driver sometime before noon. Panicking, the driver asked if it was Elio, but the cop answered that it was actually Marco looking for him, commenting that he was always getting into trouble. When he advised the driver to talk to them later, the cop noticed people in the backseat, causing the panicking driver to responded that Sawyer and Marco were supposedly a couple who were quarreling.
Looking through the window, he saw the bored Sawyer with the unconscious Marco on her lap. Although he had disbelieving face for a second, the cop yelled that he looks so bloody. Joking that he wished he could have been there to see the "lovers' quarrel," the cop strongly advised the driver to take him to a hospital before he died. Anxious, the driver agreed to do so and drove off. The patrol cop then waved goodbye and joked that he should avoid any other cats, and at that point, Elio drove by and asked the cop if he had seen Marco anywhere. Continuing to panic, the driving officer asked himself what he would do, turning his head to the bored Sawyer for any ideas. Suddenly, he got the idea to go to the sea, so he declared that they should also go to the beach and drink some beer. At a cliff off the road next to the sea, the officer dragged Marco's body out of the backseat and laid it against the car, and he let Sawyer out of the car as well. He called for her help, prompting her to smile and shake her wrists as a reminder that she needed her handcuffs unlocked.
Smiling nervously, the officer prepared to unlock her handcuffs when he heard a car speeding toward them. Getting up, he anxiously wondered who it could be. At that moment, his sweaty hand dropped the key, much to Sawyer's shock as the key bounced on the ground and fell down the cliffside into the sea. Parking and stepping out of his car, Elio smugly greeted the officer and recognized the body as Marco's, recalling that he had not seen him since that morning. Holding his hands up, the nervous officer retorted that it was not what it looked like and pleaded with him to let him explain. Looking at the fatally injured Marco, Elio laughed that the "bastard" Marco had been in his way for a long time and would get promoted if he disappeared. Clarifying that he was grateful, Elio pointed his pistol at the officer and sarcastically thanked him, gleefully saying that he would take his troubles with him to the afterlife.
Seeing Sawyer nearby, he ordered her to line up against the officer, so she nonchalantly knelt down next to him. With his finger on the trigger, Elio sarcastically bid goodbye to the officer and shot him in the head, but he too was shot in the head a millisecond later by Marco, shocking Sawyer. Subsequently, the cleaner put all three dead men in the police car and pushed it down the adjacent cliff to clean up the mess per Marco's dying wish.[21]
