Ruggles (ラッグルズ Ragguruzu) was a CIA agent who was stationed in Central America and had to help the new agent Eda take over his position as an informant handler.
Appearance[]
Ruggles was a middle-aged Caucasian man with short light-colored hair. He usually wore an untucked white dress shirt with rolled-up sleeves, light-colored pants, and black shoes. He carried a pistol for a weapon.
Personality[]
Ruggles was an apathetic man who tolerated his subsequent jobs despite the pay not being enough for retirement. Furthermore, he felt constantly annoyed when his subordinate agents felt skeptical about their assignments or disagreed with him mildly or harshly, often snapping back at them. He had a dislike for people who were Harvard University alumni.
Eda Initial Stage history[]
In an unspecified Central American country, the CIA wanted to dwindle the North Gulf Cartel's influence and smuggle weapons and funds to places in South America that the CIA could not reach. To gain an upper hand on the cartel's dealings and routes, Ruggles kept in contact with an informant and ordered him around until the informant got killed by the cartel's leader. Afterward, Ruggles kept in touch with Enrique Gasol, who was the informant's brother. Six months later, Enrique managed to become the cartel's right-hand man, and Ruggles received the cartel's shipping routes from Enrique as before.[1] In return, Ruggles promised that he would give American citizenship to the young boy to make up for putting his brother in a lethal situation. Additionally, Ruggles had also used the secret police's intel to help with his mission and track the cartel's movements.[2]
Devastating New Face[]
When Eda was put on her first field mission in the Central American country, she was assigned to replace Ruggles as the case agent who would keep track of their local informants. Arriving in the country, she captured by men claiming to be secret police and attempted to interrogate her, but she beat all them up. Afterward, she called the local CIA office so that her senior agent Ruggles could pick her up. In the office, Ruggles was summoned by his boss and informed about Eda needing him to pick her up. Hearing the request, Ruggles remarked that a Harvard University graduate wanting to use him as a taxi was unsurprising, also asking why the secret police would attack a CIA agent. Stating that there was likely a misunderstanding, the boss ordered Ruggles to find her, so he went to the secret police's location and mellowed at seeing Eda and the unconscious officers. He asked Eda if she was the Harvard graduate and if she did beat up the officers, and she clarified that she tried to reason with the men but had no choice to knock them out.
Guiding Eda to his car, Ruggles admitted that her beatdown of the intimidating officers was quite a feat, telling her that she probably should have joined a special operations unit instead of doing case work. Disagreeing as she put her suitcase into the car trunk, Eda replied that felt more suited to do intelligence work instead of shooting people. Preparing to drive, Ruggles nonchalantly reminded her that doing case work meant consistently increasing the number of informants. Back at the office, he stood by as his boss assured Eda that her actions were justified and that the secret police's special ops group was misinformed and would not attack her again because they were in the hospital. To accommodate the personnel change, Eda had to stay at a local hotel, a place which Eda disliked upon seeing it. Glaring at her, Ruggles rhetorically asked her if she expected to stay at a classy hotel, adding that the place was one of the best hotels in town. Getting back into the car, Ruggles informed her that he would pick her up the next day at 10 a.m. to meet her agent.
The next morning on the way to meet the agent, Ruggles told her to wake up and look attentive, soon arriving at a building where he introduced the hesitant Enrique Gasol to Eda. He then told him that Eda was an excellent agent but lacked experience, advising Enrique to teach her in that regard. When Enrique continued to be skeptical of Eda's abilities, Ruggles recalled that Eda single-handedly fought off the secret police, surprising the young boy. Once the boy calmed down, Ruggles formally introduced Eda to Enrique, telling her about his informant work and informing Eda that she would use Enrique's information on the North Gulf Cartel's smuggling routes to smuggle weapons and funds. The boy and the woman insulted and glared at each other, stressing out Ruggles. Later at a restaurant, Ruggles asked the tense Eda if something was wrong, and she simply answered that she did not expect Enrique to be such a kid and was worried that his attitude would compromise them.
Understanding her concern, Ruggles assured her that he was a capable person due to his feat of becoming the cartel boss's right-hand man, also adding that she would just have to put up with the boy. Smoking a cigarette, Ruggles also recommended that she take her diplomatic privileges seriously, claiming that her CIA affiliation could get her back home no matter where she was arrested. When Eda calmly retorted that she heard about a CIA agent getting captured and killed in Lebanon, Ruggles's face turned sour, telling her not to interrupt him when he was talking. As he drank a glass, Eda asked him if he had something against Harvard affiliates, to which Ruggles answered angrily that he absolutely did, smacking his fist onto the table. Taking off her sunglasses, Eda proclaimed in sincerity that she joined the CIA to uphold the United States' honor, making Ruggles burst into laughter. Trying to calm down, he commented that he had not laughed like that in a while and sarcastically told Eda that he understood her sentiment. Heading out of the restaurant, Ruggles waved goodbye and said that they would meet again the next day.[1]
Later at night, Enrique met with Ruggles and was concerned about Eda's brashness, reminding the latter that he initially told him that Eda would run away upon encountering danger. Sitting down with his head tilted back, Ruggles smoked and declared that he gave up on her, but Enrique asked him if he truly did not care that Eda would take his place since he made great money from his operation. Pausing for a bit, Ruggles confirmed and stated that he enjoyed the money but had no choice to accept his relocation due to orders from his boss, surprising Enrique. Furious, Enrique angrily claimed that Ruggles had used him and his brother and was then trying to toss him aside. Annoyed by his outburst, Ruggles grabbed the boy by his collar and glared at him, asking who he thought he was to insult him. Letting go of him, Ruggles informed Enrique that his desire to go to the U.S. would be postponed due to the former's relocation, saying that the boy would have to speak with Eda to get a chance at staying in the U.S.
The next morning, Ruggles and Enrique packed their suitcases and reconvened with Eda, who would drive them. He assured Eda that they would be fine, also telling her that Enrique was merely helping him. While sitting in the backseat with Enrique, Ruggles relayed to the curious Eda that he put the large suitcase in front since it would not fit in the trunk, telling her not to worry about it. When she asked him what was in the case, Enrique snickered while Ruggles responded that it was an item that would guarantee his future, immediately smacking the back of Enrique's head afterward and ordering him to quiet down. Eda then stopped the car due to some pedestrians in front, and suddenly their car was flipped over by cartel members launching a rocket at them. Quickly acting, Ruggles got his suitcase out of the car and began to use the suitcase as a shield above his head as he, Enrique and Eda ran from the gangsters firing at them from the rooftops.
Following Enrique into an adjacent building, Ruggles briefly placed down his heavy suitcase and then shot at several cartel members who were surrounding him and his partners. Aiming his pistol and waiting, the frustrated Ruggles saw from Eda's expression that she had never been in a gunfight before. Subsequently, they ran up some stairs and killed other cartel members, then exiting onto a rooftop. Checking the area, Ruggles advised the two not to stand still and get moving, but Enrique suddenly kicked Eda off the roof to Ruggles's surprise. As the vengeful secret police surrounded Eda, Ruggles pointed his gun at Enrique and asked him why he did that, but he proclaimed that he was avenging his brother since Ruggles had forced him to go onto unpredictable missions despite his lack of skill, claiming that Ruggles caused him to get murdered when he messed up. Enrique prepared to fire his pistol, but Ruggles quickly moved his suitcase in front of him as a shield and ran toward Enrique, pushing his weight down onto the boy.
To his surprise, Ruggles saw a secret police agent on a nearby rooftop aim his gun at him and began shooting. While Eda fought off the cartel gangsters and secret police, she started running into an alley when Ruggles's body suddenly fell down with his opened suitcase of money in front of her, shocking her. Enrique came down into the alley seconds later and was angry that the secret police, not him, had killed Ruggles. In the end, Enrique got shot and escaped whereas Eda shot the secret police special ops team's leader.[2]
MIAMI VICE[]
In the United States at the CIA headquarters after Ruggles's murder, Eda was relocated back to the U.S. and several case officers discussed the matter. When one man thought that keeping Eda as an agent was too much trouble since she let Ruggles die, Ruggles's own case officer defended her by reasoning that Ruggles was a difficult agent to work with and would have caused further trouble.[3]
