Shue Yan (シュエ・ヤン Shue Yan), alternatively called Shi Yan in the English version of the anime, is an influential general under Khun Sa's Mong Tai Army in the Golden Triangle, having great control over opium fields in that region. He has relations with the Hong Kong Triad, who distributed heroin produced from his poppy fields. He was the target of Grey Fox's mission Operation China Pit after they finished their previous mission in Barinas State, Venezuela.[1]

Shue Yan is an older Asian man with tan skin, a thick chin beard and dark gray hair receding from the front. He is seen wearing a green military uniform.

El Baile de la muerte / Roberta's Blood Trail[]
The United States of America and its various government agencies wanted to capture Shue Yan and put him on trial in the U.S. for his crimes. To accomplish this, the U.S.'s National Security Agency sent in the Grey Fox team to Southeast Asia to capture him alive. At the same time, the U.S.'s Central Intelligence Agency was angry that Grey Fox previously messed with the CIA's plans in Venezuela and were going to interfere with the CIA's influence in Southeast Asia as well.[2] Shue Yan was constantly on the move, making it difficult for governments to capture him. At the end of a particular month, Shue Yan planned on visiting and inspecting four villages in the Monparyo region with his two lieutenants Ru Donshi and Lao Jeng accompanying him. Although Grey Fox had this intel and planned on capturing him in that region, Eda and the CIA also knew about Shue Yan's movement and the NSA's security order. Wanting to use a proxy force instead of the CIA to prevent Grey Fox from carrying out their mission and disrupting CIA influence in the region, Eda summoned the Triad's help. Accordingly, she informed Mister Chang about Grey Fox's location and their mission, needing Grey Fox to be stopped in Roanapur since it would be impossible to stop them in the Golden Triangle's jungles.[1]
When Rock wanted to contact Grey Fox to inform them about using the Black Lagoon to leave Roanapur, Eda assured him that she would use the Rip-Off Church to inform the NSA about it.[3] Once the deal had gone through, Rock called Chang, who had his ulterior motives to help Rock "save" Roberta and get her out of the city, about Grey Fox hiring the Lagoon Company to transport the soldiers up the Mekong River. At the same time, Shue Yan contacted Biu Yuyun and his men to affirm that the former needed to inspect the villages in the controlled territories in order to maintain the effects of Khun Sa's surrender. At that point, Eda and Chang concluded that they could let the vengeful Roberta kill the U.S. troops in the jungle, which would keep Shue Yan's operation going. On Chang's behalf, Biu and his men worked on getting a message to Roberta that would show her a path to confront the U.S. soldiers and carry out her murderous vendetta against the Americans.[4] Elsewhere, Eda and Rico relayed the message and delivered the travel documents to Roberta so that she could fly to the Golden Triangle and confront and kill Grey Fox's teams at the camp.[5][6]
Even though the CIA and the Triad only wanted Roberta to kill the U.S. troops, she arrived in the jungle and single-handedly killed Shue Yan's guards, taking the general captive in the jungle. Blindfolding and gagging him, she injured Shue Yan and tied him to a chair surrounded by Claymore mines. At night when soldiers of Grey Fox arrived in the Golden Triangle and surveilled the camp, they noticed the bodies of the guards and soon saw Roberta with her musket standing next to Shue Yan, using him as bait to lure in the U.S. troops.[7] In the anime, Shue Yan was taken with Roberta into the jungle thicket and had his ear cut off by her.[8] In the manga, he remained in the chair while the American soldiers went after her in the jungle. After Roberta killed several Grey Fox soldiers, Shane Caxton radioed her and told her that he would surrender if she handed over Shue Yan to his men. She did so, but in the manga, Grey Fox had to abandon their operation due to changing their priority to escorting Roberta, Garcia and Fabiola out of the region, leaving behind Shue Yan.[9] In the anime, the general was successfully captured and put on a stretcher, with the soldiers bandaging his ear wound. However, although captured by the NSA affiliates, the Director of Central Intelligence convinced the U.S. president to switch Shue Yan's custody over to the CIA as revenge on the NSA for interfering in their territory in the first place.[8]
