Simon Dickens (サイモン・ディケンズ Saimon Dikenzu) was an active-duty United States Army colonel and the head of the National Security Agency's Central America-based special operations and U.S. Central American policy analysis.

Simon Dickens was an adult Caucasian-American man with a skinny build, pale skin, and short blond hair. He wore a dark green U.S. Army colonel uniform.

Dickens was a supervising officer at the U.S. embassy in Venezuela. Six months before the bombing that killed Diego Lovelace, Dickens accompanied Major Shane Caxton and Captain Raymond McDougal of the NSA's Grey Fox unit at a restaurant to meet with Marcos José Lucientes, a former major of Venezuela's DGCIM who had recently resigned with five other conspirators. During their meeting, the Venezuelan military police took a photograph of them by chance while investigating an embezzlement case. After the bombing occurred, a military officer who had connections to the Venezuelan Ministry of Defense and who was sympathetic to the MVR visited the Lovelace estate. There, the officer showed Garcia Lovelace and Roberta the photograph during his explanation of his own investigation, mentioning Lucientes's resignation as well as his role in stage security on the day of the bombing. Afterward, Roberta left the estate to track down Lucientes and his conspirators using the photograph.[1]

Lucientes, who was tortured and murdered, told Roberta the name of the blond man, Simon Dickens, in the photograph and confirmed his role in the NSA. With that information, Roberta tracked down and abducted Dickens and brought him to a hotel building in Caracas, Venezuela. Beaten up with his arms and legs tied around a cauldron, Dickens remained angry as Roberta used a stove to heat up some coal. He asked her what she wanted from him given that she knew he was affiliated with the NSA. Roberta then brought her pan of coal to Dickens, asking him who the people involved in planning the bombing in Caracas were. As she put more coal into the cauldron and swallowed some pills, the terrified Dickens tried to move out but was unable, yelling at Roberta that the United States government would bring hell upon her if she killed him. Roberta grinned at Dickens, responding that that was what she wanted to hear.[2]

After gaining the information from Dickens with torture, Dickens's body was found in the ruins of a burnt-down hotel on the outskirts of Caracas, and Garcia relayed the shocking events to Mister Chang and the Lagoon Company, adding that Roberta was the key witness to the hotel fire and had a passport that allowed her to travel from Caracas to Thailand and that she had a bus ticket from the Bangkok airport to Roanapur.[3]
