Stokes (ストークス Sutōkusu) is a corrupt police officer of the Metro-Dade Police Department.

Appearance[]

Stokes is an adult Caucasian man with a skinny build, pale skin, and short, wavy light-colored hair. He wears a colored suit and pants with a light-colored dress shirt.

In Dade County, Florida, Stokes and a few of his fellow police officers in the MDPD organized an illegal asset forfeiture wherein they would seize drugs from criminals and then had a middleman, Percy, sell the drugs back to people and give the police a cut of the revenue. When the middleman began taking drugs and money for himself, Stokes's boss, Sommers, decided that he had enough of Percy, who secretly called in the CIA for help in exchange for important information. At a motel in Miami where Percy was supposed to meet up with the CIA contacts, Stokes with Sommers, Cutter, Hancock, and another police officer disarmed Percy, beating him up and interrogating him. When the CIA agent Eda arrived at the motel room to hear out Percy's claim of information, Stokes and two other officers held her at gunpoint. He was surprised to hear Percy claim that Eda was a CIA agent, but Sommers did not believe him since he assumed that the CIA was not allowed to engage in domestic intelligence. Hearing the doorbell ring again, the officers did not expect a second person, so Sommers ordered Stokes to check it out. Seeing Amber Whinberry through the peephole, Stokes slightly opened the door and sternly told her to leave. He was immediately pepper sprayed in the face and kicked in the abdomen by Amber, falling to the ground.[1]

Immediately, Amber and Eda got into a gunfight with the police officers in which Stokes had remained on the ground for the fight due to his disorientation. After the two women escaped with the fatally wounded Percy, the men saw that Hancock got fatally shot as well. Hearing the gunshots, the motel concierge went to the room and asked what was going on. Blocking the room entrance, Stokes assured him that everything was under control, but the concierge was angrily concerned about the damage and wanted to call the police. In response, Stokes flashed his police badge and glared at the man, informing him that he and his men were the police. Subsequently, the four officers had the Metro-Dade Police Department set up a cordon and manhunt for the two women, reporting to the public that the incident was a drug raid gone awry with one officer killed by the assailants.[2]
